Minimum Qualifications This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service.
In accordance with 6NYCRR Part 650, the Water/Wastewater Treatment Plant Operator for this facility must possess certification issued by the New York State Department of Environmental Conservation as a Grade 1 Wastewater Treatment Plant Operator and must maintain appropriate certification during the course of employment, with six (6) months operational experience.
AND
Must hold a valid Grade IIB Water System Operator certification issued by the New York State Department of Health and must maintain appropriate certification during the course of employment, with six (6) months operational experience.
AND
As a term and condition of employment, must meet and maintain any and all New York State or Federal certification/license requirements. Should regulations or statutes require additional certification, recertification or training in the future, employee will be required to meet such additional training requirements. Appointees may be temporarily employed pending certification (up to 6 months), but shall be removed if they fail to achieve certification.
Incumbent must be a High School graduate or equivalent.
Must possess a valid driver's license to operate a motor vehicle in the State of New York. Incumbent may be required to acquire and maintain a military driver’s license to operate military vehicles and equipment in accordance with National Guard Bureau (NGB) standards to include medical evaluation requirements – current and as amended.
In accordance with NGB standards, will be required to obtain and maintain a favorable background investigation, and have an appropriate clearance to allow access to computer networks and restricted areas to determine suitability, loyalty, and trustworthiness. Minimally a National Agency Check with Inquiry (NACI) will be completed - dependent on current regulation, a SECRET clearance may be required.
Must be comfortable working at heights such as climbing ladders, working on scaffolds, platforms and lifts.
Must be able to push, pull, lift and carry heavy objects and equipment (50+ lbs).
Must be able to work outside in various temperatures and inclement weather for extended periods of time.
Must have general knowledge of computer use to include databases, Microsoft Word and Excel and electronic mail (E-mail).
Must complete all required New York State and NGB training requirements within ninety (90) days of appointment.
At all times, the employee MUST maintain minimum standards in accordance with current agency requirements and directives noted above; failure to do so will subject the individual to disciplinary action, including possible termination.

The Water/Wastewater Treatment Plant Operator is responsible for the operation and maintenance of the wastewater plant located at Camp Smith Training Site (CSTS). The CSTS Water/Wastewater Treatment Plant Operator serves as a chief operator, ensuring the safe and efficient operation of the plant. The Water/Wastewater Treatment Plant Operator must be certified by the New York State Department of Environmental Conservation (DEC) as required to operate the wastewater treatment system located at Camp Smith.
When directed by the department supervisor, the plant operator will also be responsible for operating the water treatment system located at CSTS; and must be certified by the New York State Department of Health (DOH), in accordance with Subpart 5-4 of Chapter 1 of the State Sanitary Code.
Responsibilities and job requirements include, but are not limited to:
• Monitor control panel, gauges and flow meters to determine the flow of wastewater through the plant.
• Remove influent from initial bar screens to accelerate flow into the plant.
• Take samples of raw, semi-treated, and treated wastewater as required by regulating agencies.
• Perform standardized chemical tests, such as chlorine residual and dissolved oxygen.
• Adjust valves, gates, pumps etc., to regulate flow of influent through the treatment process.
• Record samples taken, tests performed and results, and action taken to meet the requirements of the regulating agencies.
• Operate CSTS water treatment plant well pumps, chlorine feed pumps and water softening equipment.
• Take water samples, maintains chain of custody and coordinates sample testing with appropriate lab(s).
• Administer chlorine residual water testing.
• Maintain operations and maintenance records.
• Maintain and repairs operational equipment and adjusts equipment in accordance with test results.
• Prepare reports on data as required.
• Perform general grounds maintenance tasks such as clearing sites, mowing lawns, cutting wood, trimming and removing trees and shrubs, snow and ice removal, collection/pick-up of trash and other obstructions from the water treatment building(s) and surrounding areas.
• May supervise subordinate staff in operations and maintenance activities. Work schedule is set to operational needs of a 7 day-a-week facility and statutory requirement.
• Periodic travel will be required.
• Will be required to perform overtime and respond to afterhours emergencies as needed.
• Other job duties as assigned.
