Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: One year of permanent competitive or 55b/c service as an Education Program Assistant 1.
Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list or the Public Management Intern (PMI) Eligible list may be considered for appointment.
§70.1 Transfer to Education Trainee: One year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under §70.1 of the Civil Service Law.
§70.1 Transfer to Education Program Assistant 1: One year of permanent competitive or 55b/c service in a title SG-14 or above deemed eligible for transfer under §70.1 of the Civil Service Law.
§70.4 Transfer to Education Trainee: Candidates may be eligible to §70.4 transfer to Education Trainee 1 if they posses a bachelor’s degree AND standing on the PCO or PATT eligible lists.
Duties Description The New York State Education Department’s Special Education Finance’s Rate Setting Unit (RSU) is seeking applicants for an Education Program Assistant 1 position. The RSU is responsible for working with providers and constituents to facilitate the rate setting process and developing reimbursement rates for approved providers of special education programs to preschool and school age students in accordance with Part 200 of the Commissioner’s Regulations. The incumbent of this position will assist in the processing of approximately 35 million dollars of Part I tuition payments from school districts and counties. Major responsibilities of this position will include, but are not limited to, the following:
• Maintain logs, create accounts, process refunds and run reports to generate collection letters for schools, school districts and counties;
• Provide technical assistance to approved pre-school and school age special education providers and related stakeholders, RSU, and P-12 staff;
• Create and run reports as needed; and
• Perform general office support functions.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Transfers to Education Trainee 1 and appointments from the PATT, PMI, or the PCO lists require successful completion of a two-year traineeship which leads to the title of Education Program Assistant 1, SG-14. The salary above applies to candidates appointed to Education Program Assistant 1, SG-14. The hiring rate for candidates appointed to Education Trainee 1 starts at $36,246, and for current NYS employees, is based on the candidate’s salary at the time of hire. Verification of degree and/or transcripts will be required for all candidates at the time of interview.
