Minimum Qualifications Must be an attorney admitted to practice law in New York State and must be a member in good standing with at least five years of post-bar experience practicing law. Preference given to candidates with experience in one or more of the following practices: child welfare, juvenile justice or family court. Candidates must have a minimum of two years of supervisory or management experience.

Duties Description Reporting directly to the Commissioner of the New York State Office of Children and Family Services, the Director of the Office of the Ombudsman is responsible for managing the Office in performing a variety of tasks designed to effectively operate the agency's Ombudsman office.
• The Director is responsible for the direct supervision and oversight of the Ombudsman staff located throughout the state.
• Establishes procedures to ensure that the office of the Ombudsman services are made available to youth residing in facilities operated by the state and other residential programs under the oversight of the Office of Children and Family Services.
• The Director assures that Ombudsman conduct announced and unannounced visits to state facilities and other non-state programs and complete timely reports of those visits.
• The Director is responsible for providing the Commissioner and the Independent Review Board (IRB) with reports of visits, grievances and complaints from youth in state facilities and the status of such grievances and complaints on a periodic basis.
• The Director oversees the provision to assist residents in accessing legal counsel and intervention of the court system, as appropriate.
• The Director must maintain a working relationship with the Deputy Commissioner of the Division of Juvenile Justice and Opportunities for Youth (DJJOY), appropriate Division staff, and the Agency's Counsel on a regular basis to discuss the results of visits, reports to be issued, areas that may be deficient and recommendations for systemic improvements.
• The Director is responsible for assisting the Commissioner in providing support to the IRB.
• The Director will review and provide comment on proposed regulations and policies relating to the care of youth in facilities operated by OCFS.
