Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Consultant Nurse-CN&HHS, G-24 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Consultant Nurse-CN&HHS under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent or contingent-permanent competitive service at G-22 or higher and meeting the open competitive minimum qualifications listed below).
Open Competitive Minimum Qualifications: licensed and currently registered as a nurse in NYS; AND four years of public health, community health, or other nursing experience in an appropriate facility setting. Two years of this experience must have been providing direct patient care and two years of this experience must have been in nursing supervision, or working in the capacity of a nurse administrator.
Preferred Qualifications:
Professional experience in a community/home health setting with experience in supervision or administration of a federal or state health related certified program. Must have strong interpersonal skills, excellent decision making capability and strong writing and editing skills. Must have a strong knowledge of databases and be computer literate. Experience in home care is preferred, but not a must. Experience with interpreting regulations, conducting complaint investigations, conducting survey and monitoring health care programs’ compliance with rules and regulations.
Duties Description The Consultant Nurse-CN&HHS will report to the Director of the Division of Home and Community Based Services in Albany and serve as the Program Manager in the Central New York Regional Office (CNYRO) responsible for licensure, certification and surveillance activities of Home Care and Hospice programs in the 14 county region. The incumbent will provide administrative leadership for staff in the CNYRO by managing personnel; developing policies and procedures, information and communication systems; identifying staff training needs, developing and conducting continuing education activities for program staff; and other administrative functions. The incumbent will function as liaison with health care providers and the public, and will be responsible for reviewing surveillance activities conducted by regional office staff; tracking and monitoring home care complaints; ensuring consistency of the survey process; monitoring program resolution with providers, regions and organizations; and interpreting policy and statute in direct coordination with the DOH Central Office.
Additional Comments Permanent, full-time. This position involves travel throughout 14 counties which may include locations not served by public transportation. Candidates applying under CSL 70.4 may be required to take and pass a qualifying examination.
