Minimum Qualifications FOR STATE EMPLOYEES
Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service as an Information Systems Auditor 1; OR current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 21 or higher and eligible for transfer under section 52.6* of the Civil Service Law.

Seven years of application development experience that includes as primary responsibility the design, development, or evaluation of mainframe or server-based accounting or auditing systems and controls. A Bachelor’s Degree in accounting or computer science may substitute for four years of the experience.
Duties Description The Information Systems Auditor 1 will have wide-reaching responsibilities within the agency that will involve working with Internal Audit, senior management, and business unit personnel. The incumbent, under the direct supervision of the Principal Auditor, will be responsible for planning and conducting internal control reviews and audits of computer applications, information processing and exchanges, and network security within OGS. The incumbent will perform detailed evaluations to assess the controls for agency-wide information technology system applications and network systems, ensuring effectiveness, efficiency, confidentiality, integrity and overall compliance with laws, regulations, policies, and internal control and information technology standards. An Information Systems Auditor 1 may be assigned as the auditor-in-charge or assistant on engagements.
The incumbent will be expected to participate with annual risk assessment and contribute IT-related topics for inclusion in the Bureau’s annual Audit Plan. The incumbent may be asked to assist and train other staff auditors in the use of computerized audit techniques, develop methods for review and analysis of computerized information systems, and perform other job-related functions necessary to meet the Bureau’s objectives.
The incumbent will need to understand the International Professional Practices Framework and apply the International Standards for the Professional Practice of Internal Auditing. The incumbent will need to understand and apply Generally Accepted Accounting Principles and Information Systems Audit and Control Association industry-accepted practices for information systems and network security.
