Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18.
The successful candidate must possess good interpersonal skills, be self-motivated and proficient in all aspects of budget analysis and presentation.
Duties Description The incumbent will serve on a three person team in the Mental Hygiene Unit responsible for development, negotiation, and execution of the $2.2 billion Local Assistance budget for the Office for People with Developmental Disabilities (OPWDD).
OPWDD is responsible for planning and operating an integrated system of care that provides services and supports to 130,000 adults with developmental disabilities. The service delivery system is undergoing significant transformation as individuals are transitioned out of State-operated institutions and into community-integrated settings. In addition to managing spending in support of this effort, the successful candidate will also be involved in several key initiatives including:
• Ensuring appropriate community-based programs are available to individuals transitioning from developmental centers to more integrated community-based support systems;
• Assisting with development and review of appropriate payment mechanisms and rates for NFP-delivered community services; and
• Evaluating the impact of various public policy initiatives on OPWDD’s NFP sector, including recent minimum wage increases, options for delivering services through a Managed Care network, and ensuring appropriate Conflict Free Case Management opportunities.
