Minimum Qualifications Transfer:

Candidates must be employed by New York State to be eligible for transfer to this position. Candidates must be eligible for transfer via Section 52.6 of the Civil Service Law by having one year of permanent service in a qualifying title within two salary grades or one M-grade of this position. Provisional:

Candidates do not need to be employed by New York State in order to be eligible for provisional appointment to this position. In order to be eligible for a provisional appointment, candidates must have:

A.) A bachelor’s degree and four years of progressively responsible experience in administering, supervising, or directing a comprehensive police, fire, safety, security or life-safety training program in a hospital or state operated residential treatment and care setting, of which three years must have been in a managerial capacity with responsibility for directing the program; or four years of experience in directing, developing, implementing, and evaluating training programs for law enforcement or security personnel for positions with police or peace officer status.

B.) Nine years of experience as outlined in “A.”


Candidates appointed provisionally must take the next Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or do not achieve a reachable score may not be retained in the title. At this time, a date for the Director, Mental Health Safety & Environmental Services has not been announced.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Director, Mental Health Safety & Environmental Services, M-2, position in the Administrative Support Services Group (ASSG), Environmental Health and Safety Unit. This position serves as the ASSG Liaison for the statewide safety departments in the Office of Mental Health. This position addresses the day-to-day operational requirements and needs of the entire Safety and Security organization within the Office of Mental Health’s 24 psychiatric centers. Specific duties to be performed may include, but are not limited to, the following:

Reviews and updates training curriculum for safety and security officer trainees and annual refresher training to ensures that all safety staff are properly trained.

Plans, administers and arranges for or conducts Statewide mandated Peace Officer training and Defensive Tactics training and training required for the duties assigned. Determines needs for new academy dates and locations. Interact on a periodic basis with the Chief of Safety at each OMH Psychiatric Center to assure consistent and effective Safety Department operations. Assist in evaluating and recommending resources to be provided.

Evaluates the instructors providing training, selects safety staff to attend instructor training and to ensure academies are fully staffed.

Oversight of protocols and education programs to ensue safe, secure and therapeutic environment in all psychiatric centers.

Oversee the statewide multi-year ADT Security and Simplex fire alarm contracts. Supervise two staff positions in the day to day contract assignment processing, implementation progress tracking, and invoice payment reviews.

Develops statewide safety protocols and policies regarding enforcement of safety and security services.

Participate in the design of the fire Safety and Security standards and operational procedures, which are implemented at all psychiatric centers. Participate in project design reviews to assure consistency with standards. Issue assignments to Life Safety code consultants, review and assist in implementation of findings and recommendations.

Coordinate Life Safety and Security initiatives with Capital Operations Facilities Planners, Joint Commission Compliance Project Managers, and Facility Joint Commission Quality Managers.

Oversees building site inspection and compliance program with applicable codes and regulations.

Reviews recommendations or reports from Chief Safety and Security Officers.

Oversight of budget, purchasing expenditures, materials, equipment and outside contracts regarding statewide safety and security services.

Prepares oral and written communications concerning Department-wide policies and procedures on the delivery of safety and security services.

Represent ASSG on Agency and combined Agency/Union committees related to Security, and Health and Safety initiatives. Participate in the Agency’s Incident Command structure for emergency response.

Attend statewide OMH Labor-Management meetings as needed to address agenda items pertaining to the Safety and Security organization.

It is anticipated that travel to all Psychiatric Center locations will be required, and will average two days per week.
