Minimum Qualifications for Appointment:
Current Department of Labor employee with permanent, contingent-permanent or 55b/c service as a Contract Management Specialist 1 and interested in reassignment; OR current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Contract Management Specialist 1; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 13 and above and eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
New York State employees with current standing on the Professional Career Opportunity (PCO) eligible list with the score of 100 are encouraged to apply.
Successful completion of two-year traineeship leads to appointment as a Contract Management Specialist 1, SG-18.

Duties Description STANDARD DUTIES:
As a Contract Management Specialist 1, you will assist in the performance of a wide variety of activities associated with contractual, administrative, and fiscal management services. You will also assist with the development, negotiation, tracking and implementation of contracts, RFPs, IFBs and Sole/Single Source Procurements. You will provide guidance, technical assistance and training to agency staff to facilitate the contract and procurement processes, ensuring all control requirements are met, review proposed contracts for fiscal and programmatic correctness as well as adherence to State policy, compatibility with agency programs and goals, and follow-up on proposed contracts throughout the approval process. Additionally, you will monitor voucher payment processes for assigned contracts; assist in the development, implementation and maintenance of office policies and procedures to monitor and control contract processes and complete special projects and assignments, as required.
