Minimum Qualifications TRANSFER: Current NYS employee with one year or more of contingent-permanent or permanent competitive service in a title at or above grade 29/M-3 and eligible for transfer under Section 52.6 of the Civil Service Law.
PROVISIONAL: A Bachelor’s or higher degree AND professional administrative work experience in a governmental agency’s community health/preventive health program, including program management and supervision of professional staff, as follows: seven years of general administrative experience, four of which must have included second level supervision and program management. (Program management responsibilities must have involved oversight of the design and/or implementation of public health outreach and prevention or chronic disease or communicable disease surveillance or control programs focusing on the delivery of public health services to the general public. This experience must include five or more of the following responsibilities: program planning; program implementation; program evaluation; program monitoring; preparation of grant requests or grant administration; development of policy and/or procedures to implement policy; contract management; budgeting and fiscal management; staffing and staff development; inter-governmental communications and relations. (Experience limited to administrative support of public health programs such as personnel, budgeting or health care finance is not considered qualifying, nor is the provision of medical services to a fixed population).

Preferred Qualifications:
Demonstrated experience in the oversight of a major state or federal program or organization and knowledge of NYS and federal administrative and fiscal policies, procedures and regulations; experience with local or state-level management of early intervention or state or local service delivery systems for young children and families, or experience in delivery of early intervention services; experience in policy, regulation, and financing of complex service systems; experience coordinating program efforts with internal and external partners and working with diverse stakeholders; experience ensuring compliance with federal program requirements; experience providing management, leadership and direct oversight to professional staff and working with staff to develop and implement policy recommendations, and provide program evaluation, status reports and feedback to Executive staff or Federal authorities.

Duties Description The CHPM3 will Direct New York State’s BEI, which is charged with state-level administration and oversight of New York State’s Early Intervention Program, (EIP) a comprehensive system of early intervention services for infants and toddlers with disabilities and their families. The CHPM3 will be the State’s designated coordinator and will be responsible to ensure the program is administered consistent with State public health law and federal requirements. This position will set policy direction for the EIP and serve as the Department’s liaison for the EIP with external stakeholders and internal and external governmental partners. The CHPM3 will direct and manage more than 30 staff responsible for statewide implementation and management of this multi-million-dollar entitlement program. Responsibilities include: provide leadership in Department legislative and budgetary agendas related to the EIP; regulatory and reimbursement oversight for the EIP; management of a Statewide Fiscal Agent (SFA) contractor; approve and maintain agreements with EIP providers; monitor and oversee EIP providers; due process procedures for program participants; provide training and technical assistance for providers, municipalities, parents, and other stakeholders; funding and programmatic oversight of a large, centralized data system (New York State Early Intervention System); ensure the program meets all federal requirements for the EIP. The Bureau is also responsible for administering the State’s Early Hearing Detection and Intervention Program (EHDI). The CHPM3 will be responsible for direction and oversight of extensive programmatic and fiscal analyses for State administration and quality improvement efforts and extensive federal reporting requirements, budget and expenditures levels, personnel, contract management, and grant management. The CHPM3 will also represent the Department in communications with federal and state partners and various stakeholders.
