Minimum Qualifications Ten (10) years professional experience in the administration of public or private programs, public policy, public health, insurance or related field. At least three (3) years of this experience must have included supervision of professional level staff; OR Bachelor’s degree and six (6) years of above described experience. At least three (3) years of this experience must have included supervision of professional level staff. College study may be substituted for up to four years of the required general experience, at the rate of 15 semester credit hours equaling six months of the required experience. A Master’s degree may substitute for an additional one (1) year of experience.
Preferred Qualifications:
Eight years of experience researching and analyzing health care policy and related issues. Knowledge of health care finance legislation, and the regulatory environment. Knowledge of the provisions of the federal Affordable Care Act. Excellent written and oral communication skills.
Duties Description Serving as the Assistant Director of Policy and Planning, this position will report to the Director of Policy and Planning for the NY State of Health (NYSOH) and be responsible for working with the Exchange planning team to develop and operationalize a range of policy decision related to the Individual and Small Business Marketplace. Duties of this position shall include but not be limited to:
Data Analyses:
Analyze federal surveys and reports to understand trends in health insurance coverage rates and demographics. Work with marketplace information technology system developers to collect data on NYSOH applicants and enrollees, including demographic, income, health insurance status, premium rate and health plan information and analyze trends in eligibility and enrollment data by demographic characteristic, over time, and by region.
Regulatory Analyses:
Analyze federal and state regulations on health insurance and marketplaces to assess the potential impact on New York’s marketplace and to formally submit comments on behalf of the state.
Research and Evaluation:
Monitor and analyze health policy reports from national experts to stay abreast of the research literature as it relates to NYSOH and monitor other state marketplace activities to stay informed on policy decisions made by other states and where there are lessons learned for New York. Work with outside consultants to conduct simulation modeling to estimate the cost and coverage impacts of the NYSOH marketplace on New York; and evaluate the impact of the NYSOH impact on New York’s small businesses, individual consumers, health delivery system, insurance markets, and overall economy.
General:
Supervise policy analysts assigned to the Marketplace. Make presentations to external stakeholder groups.
