Minimum Qualifications Must have taken and passed the exam for the Professional Career Opportunities (PCO). Currently, only individuals with scores of 110, 105 and 100 are reachable. If you are not on the list for the PCO exam with the above mentioned score, then you are not eligible for this position at this time. Please note that the results from the latest PCO exam from April 2017 have not been released yet, and as such we are still using the list from 2014.

The ideal candidate will have experience with excel and word, but this is not required.

Duties Description The incumbent will deal with all phases of Personnel work –

Recruitment, classification, examination, placement, staff development, discipline, counseling and benefits;

Assist in the development for new positions, reclassifications, earmark releases, related classification and compensation matters;

Review status of eligible lists, examination schedules, and existing and anticipated staff requirements to identify critical examination considerations.

Confer with agency program managers and Department of Civil Service representatives to assist in resolving critical needs;

Suggest minimum qualifications, and examination scope using program administrators as a primary resource;

Review job analysis data for a given class of positions to evaluate appropriate knowledge, skills, and abilities required;

Conduct canvass of eligible lists and arranges for appropriate program supervisory participation in employment interviews;

Coordinate interview schedule for candidates relative to filling all program vacancies;

Supervise or coordinate the preparation of employment transactions in accordance with Civil Service Law, State Finance Law and applicable rules, regulations and directives;

Coordinate procedures for timely probationary performance evaluations and for annual employee work performance ratings and appraisals;

Advise program managers, supervisors and employees on applicable laws, rules, directives or negotiated agreements that affect the appointment, promotion, termination or salary of employees;

Produce periodic staffing reports, including reports for Executive Management, as needed, and customized reports for various other Agency and outside control agencies;

Carry out studies and develop specific recommendations on topics of operational or strategic importance (staffing trends, attrition, historical growth, workforce analysis, etc.) in the form of a presentation, formal report, or brief to the Executive Management, HR Team and/or other individuals/teams;

other projects as assigned
