Minimum Qualifications
MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Research.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Section 70.4 Transfer: Candidates may be eligible for nomination for Section 70.4 transfer to Assistant in Education Research if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated to a Grade 20 or higher.

Provisional Appointment: If the eligible list has fewer than three acceptors, a provisional appointment may be considered. For provisional appointment, candidates must have a master’s degree AND three years of professional experience where your primary duty is research. Two years of this experience must have been involved primarily with research on educational issues or topics (bibliographic research is not acceptable).

NOTE: If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for the position of Assistant in Education Research in the Office of State Assessment. This Office is responsible for the development and statewide administration of all State examinations for elementary, intermediate and high school students. The incumbent of this position will conduct research to support the development of policies and implementation of regulations related to state examinations. Duties of this position include, but are not limited to, the following:
• Assist with field test and operational test data management and assist with response to data requests;
• Assist Department program teams with test forms construction, item analysis, validity and reliability analysis, preparation of conversion charts, and cut score approval documents;
• Review assessment technical reports provided to the Department by contractors;
• Work with contracted vendors in assessment related activities such as data exchange, file layout preparation, and data analysis;
• Develop and perform data mining tasks to identify possible school testing irregularities and assist in the forensic investigation of alleged test improprieties;
• Plan and carry out cooperative research with researchers in other Department program offices; and
• Prepare reports to aid in the development and determination of administrative policy in the Department and in local school systems for use by the Commissioner of Education, the Board of Regents, and members of the Legislature.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit. *Leads to a maximum salary of $86,398 based on annual performance advances.
