Reassignment: One year of permanent competitive or 55b/c service as an Education Credentials Specialist 1.
§70.1 Transfer to Education Credentials Specialist 1: One year of permanent competitive or 55 b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
§70.1 Transfer to Education Credentials Specialist Trainee 1: One year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
§70.1 Transfer to Education Credentials Specialist Trainee 2: One year of permanent competitive or 55b/c service in an Education Program Assistant 1 position.
§70.4 Transfer: Candidates may be eligible for transfer to Education Credentials Specialist Trainee if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Professional Career Opportunities (PCO) or Public Administration Trainee Transition (PATT) or Public Management Intern (PMI) eligible list.
Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list or Public Management Intern (PMI) eligible list may be considered for appointment.

Duties Description The New York State Education Department’s (NYSED) Office of the Professions is seeking applicants for the position of Education Credentials Specialist 1 in the Office of Comparative Education. This Office assists the Board of Regents and the Department in the educational review of licensure applicants in the 53+ professions governed under Title 8 of Education Law. Under the general direction of an Education Credentials Specialist 2, the duties of this position will include, but not be limited to the following:

• Evaluating pre-professional and professional education and training, exercising independent judgment and making a final determination in less complex cases;
• Scrutinizing credentials received in support of applicants, making judgments regarding authenticity, and keeping supervisor informed of any documents which do not appear legitimate;
• Analyzing and reviewing professional licensing procedures, licensure application materials, and proposed regulations and legislation as they relate to the Office’s function;
• Assisting the Education Credentials Specialist 2 in considering the substitution of alternative documentation in lieu of normally acceptable credentials;
• Researching and reporting on Comparative Education matters while maintaining professional relationships with other comparative educational systems and organizations; and
• Advising other state, national, individuals and non-governmental agencies concerning established policies, practices and procedures of the Office.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. The salary listed above applies to candidates appointed to Education Credentials Specialist 1, SG-18. The hiring rate for candidates appointed to Education Trainee starts at $42,143 and for current New York State employees, is based on the candidate’s salary at the time of hire. Transfer candidates to Education Credentials Specialist Trainee and appointees from the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list or Public Management Intern (PMI) eligible list will serve a two-year traineeship leading to the grade 18 salary level.

*Leads to a maximum salary of $70,566 through annual performance advances.
