Bachelor's degree in a construction-related field plus seven years relevant experience, including four years supervisory experience; or Associate's Degree in a construction or code enforcement related field plus ten years of relevant experience and four years supervisory experience. The successful completion of a designated supervisory training during the probationary period may be substituted for supervisory experience. Certification as a Code Enforcement Official in New York State. Must possess a valid driver’s license and maintain that license for the job’s duration. Other combinations of education and experience may be considered.

Preferred Qualifications
Bachelor's degree in Architecture, Engineering or a related field, plus ten years code enforcement experience, including four years supervising and evaluating staff; or Associate's Degree in a construction or code enforcement related field plus fifteen years of code enforcement experience and four years supervising and evaluating staff. Experience reviewing projects of varying type, size and complexity for conformance with New York State and New York City Building Codes; including design review, inspection and testing of fire alarm, fire suppression and other life safety systems; working knowledge of related National Fire Protection Association (NFPA) Standards; experience with Fire Department of the City of New York (FDNY) requirements; and design review, inspection and testing of elevators/escalators.

Duties Description Primary Purpose
The Senior Manager – Downstate Code Administration oversees the administration and enforcement of building codes for large and complex projects in the downstate region, including design reviews of documents for fire and life safety requirements; issuance of construction permits; construction inspections; acceptance testing of fire and life safety systems; providing information to owners, developers, architects, engineers and contractors; and issuance of temporary approvals for occupancy and code compliance certificates.

Essential Functions
• Represent DASNY Code Compliance Unit as liaison to internal and external clients on permitting and Code-related matters in the downstate region, covering primarily New York City and Long Island.
• Manage and perform design review and site inspection assignments to evaluate and determine code compliance and life safety conditions for projects of varying size, type and complexity in design and under construction.
• Assign, manage, and prioritize workload and allocate work among downstate code compliance staff.
• Supervise, plan, organize, direct and coordinate Code Administrators and Senior Code Administrators in fulfilling DASNY’s permitting functions in the downstate region.
• Establish and implement goals for assigned projects and periodically review with the Director, Code Compliance and Senior Code Manager.
• Coordinate the work of the region with other groups within DASNY (project design and quality assurance architects and engineers, project management staff, etc.); DASNY consultants; third-party architects and engineers on permit-only projects; and other state agencies/entities and/or voluntary agencies.
• Develop, maintain and present staffing workload forecast reports to the Director, Code Compliance and Senior Code Manager.
• Function as a Code Compliance Manager, including issuing Construction Permits, Temporary Approvals for Occupancy and Code Compliance Certificates for projects ranging from small residential occupancies to large, complex projects with mixed occupancy types.
• Manage and coordinate the permitting process for permit-only projects in the downstate region.
• Perform independent, in-depth investigations of fire/life safety issues, including Code path analysis, interpretations and recommendations.
• Consult with regulatory agencies regarding interpretations and applications of Code, including providing opinions to Department of State upon request regarding variance requests on DASNY-permitted projects.
• Review and ensure project document compliance with New York City Building Code, New York State Building Code and/or Life Safety Code requirements and associated reference standards.
• Review technical designs, plans and specifications related to fire and life safety issues.
• Review technical fire protection, life safety and other reports and studies.
• Provide technical assistance and recommendations to Code Compliance Unit staff, other DASNY Departments and client representatives on Code issues.
• Meet with consultants to review and assist them in their submissions and resolve issues related to fire and life safety, as well as other Code-related issues, interpretations and variances.
• Coordinate with Project Management and external clients as necessary to resolve project issues.
• Perform or participate in acceptance testing of life safety systems, including fire alarm and fire protection systems.
• Monitor DASNY and permit-only project progress to manage construction inspection activities and assure coverage for downstate projects.
• Ensure retention and maintenance of records and files required as part of DASNY’s permitting function.
• Assist in the resolution of technical disputes or differences in Code interpretation.
• Develop, document and implement policies, procedures, strategies, and systems, including related applications, databases and reports related to the operations of the code compliance unit.
• Provide training for Construction Division staff on code issues.
• Prepare reports relating to assigned activities and review reports/correspondence prepared by consultants, contractors, code enforcement officials and DASNY staff.
• Select and manage term consultants providing services in support of DASNY permitting functions.
• Develop and monitor performance measures and goals and objectives of direct reports.

Other Duties and Responsibilities
• Interview applicants and recommend hiring of staff.
• Assist in the design, development, documentation and testing of applications developed for the Code Compliance Unit.
• Train and evaluate employees.
• Participate in strategic planning activities.
• Develop, document and implement policies and procedures.
• Assess, develop and implement internal controls, and oversee the review and testing of same.
• Undertake special assignments as directed.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.
• Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).

Additional Comments Supervision
Supervision of employees is required.

Physical/Mental/Visual Demands
Frequent travel is required (2-6 trips per month) using public transportation, rental vehicle, DASNY vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires physical mobility and exposure to weather and temperature extremes, loud noises, heights (climbing ladders, scaffolding, etc.) and other work-safety hazards (chemicals, fumes, etc.). Requires complex and time-pressured decision-making. Must be able to work overtime or extended work hours as needed.

Work Environment
Requires use of field equipment to conduct site visit observations and associated testing. Requires use of one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler/hole punch/date stamp, shredder.
