Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Contract Management Specialist 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list, the Public Management Intern (PMI) eligible list or the Contract Management Specialist 1 eligible list may be considered for appointment.

Section 70.1 Transfer to Contract Management Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 52.6 Transfer to Contract Management Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-11 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Section 70.4 Transfer to Contract Management Specialist Trainee 1: Candidates may be eligible for Section 70.4 transfer to Contract Management Specialist Trainee 1 if they possess a bachelor’s degree AND one year of permanent competitive or 55b/c in a title SG-11 or above AND have standing on the PCO or PATT eligible list.

Section 70.1 Transfer to Contract Management Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 52.6 Transfer to Contract Management Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for the position of Contract Management Specialist 1 in the Office of Child Nutrition. This Office administers the third largest National School Lunch Program (NSLP) and the largest Summer Food Service Program (SFSP) in the country. The Office ensures that schools and other contractors operate the School Breakfast, School Lunch, Summer Food Service Programs and all USDA grants and contracts in compliance with applicable federal and State regulations, including the Healthy, Hunger-Free Kids Act of 2010. The Office approves the annual distribution of approximately one billion dollars in federal reimbursement to approved School Food Authorities (SFAs). The incumbent of this position will assist with contract administration and fiscal management activities and evaluate Requests for Proposals, Invitations for Bids and Sole/Single Source procurements. Other duties of this position include, but are not limited to, the following:

• Develop and assist with the development and negotiation of contracts, federal grants and Requests for Proposals (RFPs);
• Coordinate activities associated with implementing contracts, grants and RFPs;
• Review budget modifications and contract amendments to determine the impact of the contract and ensure continued compliance with applicable regulations;
• Follow up on proposed contracts throughout the approval process with internal reviewers and external approval agencies;
• Develop and maintain effective working relationships within the Department and with other State agencies; and
• Ensure that appropriate deadlines and milestones are being met and follow-up on all related deliverables.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Transfers to Contract Management Specialist Trainee 1 and appointments from the PATT, PMI or the PCO lists require successful completion of a two-year traineeship which leads to the title of Contract Management Specialist 1, SG-18.

The salary above applies to candidates appointed to Contract Management Specialist 1, SG-18. The hiring rate for candidates appointed to Contract Management Specialist Trainee 1 starts at $42,143, and for current NYS employees, is based on the candidate’s salary at the time of hire. Verification of degree and/or transcripts will be required for all candidates at the time of interview.

*Leads to a maximum salary of $70,566 based on annual performance advances.
