Minimum Qualifications Permanent status as a Facilities Planner 1, G-19, and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list ~OR~ Eligible for Civil Service Section 70.1 Transfer.
Provisional Qualifications:
Candidate must have: Either 1. four years of the qualifying experience*; Or 2. an associate’s degree and three years of the qualifying experience*; Or 3. an associate’s degree in the field of architecture; planning; technology; or civil, industrial, industrial and management, structural, environmental or electrical engineering and two years of the qualifying experience*; Or 4. a bachelor’s degree and two years of the qualifying experience*; Or 5. a bachelor’s degree in the field of architecture; planning; technology; or civil, industrial, industrial and management, structural, environmental or electrical engineering and one year of the qualifying experience*.
*Qualifying Experience: Experience must have been in planning major facility construction projects, or in policy development or planning of complex municipal land use projects. Examples of acceptable experience planning major facility construction projects include: capital construction project planning, corporate construction project planning, public works construction projects, or other similar large scale construction project planning.
Duties Description The incumbent will function as a Project Manager overseeing small to medium and relatively simple building construction projects or assisting higher level positions on large scale construction or rehabilitation projects. This assignment is primarily for capital development projects for grant funded voluntary-operated facilities and state-operated Addiction Treatment Centers (ATCs). Duties include but are not limited to:
• Advising and assisting providers at every step of project implementation;
• Develop project budgets and justifications;
• Facilitate project meetings with DASNY, OGS, consultants, agency staff and/or voluntary providers to implement project goals and deliverables;
• Provide direction to DASNY and OGS to ensure timely and successful completion of capital projects;
• Review construction documents to ensure projects’ budgets, physical space, programmatic goals and requirements are met;
• Monitor minor maintenance contracts;
• Review providers’ capital contract expenditures and approve voucher payments;
• Assist with Capital Management budget planning;
• Other duties as assigned.
Travel is required.
Additional Comments Hours are 8:30 AM to 4:45 PM.
