Provisional Appointment: A provisional appointment to this position requires that the candidate must have filed for the Librarian 1, Librarian 2, and/or Senior Librarian exams, which were held in August 2016. Candidates who did not file for the Librarian 1, Librarian 2, and/or Senior Librarian exams will not be considered at this time. All candidates at the highest score are immediately reachable. Candidates at lower scores can be considered only when there are fewer than 3 candidates at higher scores. If a provisionally appointed candidate is either not successful on the examination or not immediately reachable on the eligible list, they generally will not be allowed to remain in the position.
Duties Description The Department of Financial Services is seeking candidates for the position of Senior Librarian in the Office of General Counsel. Under the general direction of the Senior Attorney/Records Management Officer (RMO), the incumbent will assist with records management and library reference services. Other duties include, but are not limited to:
• Providing reference and assistance services to agency through email, phone and in person communication;
• Performing collection maintenance tasks including updating and withdrawing material in agency libraries;
• Performing collection development activities including determining which materials should be purchased for agency libraries;
• Determining the physical layout of the agency libraries, including the location and arrangement of books and materials and special reference areas;
• Reviewing the use of materials for future acquisition recommendations;
• Providing interlibrary loan services;
• Identifying, creating and maintaining documentation on best practices for creating and preserving digital objects;
• Coordinating, evaluating and implementing new digitization projects;
• Maintaining and updating the agency’s retention and disposition schedule;
• Developing retention policies for new records and communicating with the Divisions to identify those records;
• Conducting an agency-wide records inventory and assessment;
• Developing and implementing a records management training program;
• Communicating with the NYS Archives on records management concerns and best practices;
• May supervise subordinate professional and clerical staff; and
• Occasional travel to NYC Main Office may be required.
Preferred Skills: Ability to communicate effectively orally and in writing, good organizational and time management skills; and knowledge of legal databases.
