Minimum Qualifications This position requires a New York State Professional Engineer’s License and current registration.

Transfer:
Candidates must have permanent status as Professional Engineer 1 (Environmental), Grade 24), and be eligible for lateral transfer; OR be eligible to transfer under Section 70.1 of the Civil Service Law by having at least one year of permanent service in another Professional Engineer 1 parenthetic.*

Provisional:
Candidates do not need to be employed by New York State in order to be eligible for provisional appointment to this position. In the event there is no viable Civil Service list, a provisional appointment may be made. In order to be eligible for a provisional appointment, candidates must possess a valid New York State Professional Engineer’s License and current registration.*

Preferred candidates will have one year of engineering experience in sanitary, public health, or environmental engineering.*


Candidates appointed provisionally must take the next Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or do not achieve a reachable score may not be retained in the title. At this time, a date for the Professional Engineer 1 (Environmental) has not been announced.

*Under the New York State Education Department guidelines, all professional engineers must practice only in their area(s) of competency or they may be subject to disciplinary action.

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Professional Engineer 1 (Environmental), Grade 24, position assigned to the Administrative Support Services Group (ASSG), Bureau of Capital Operations. ASSG supervises and manages OMH’s capital planning and construction program, and provides direct technical assistance for physical plant operations and maintenance. The incumbent of this position will be responsible for oversight and technical engineering assistance to ensure contracts, projects and construction planning comply with environmental engineering standards. They will also assist OMH in identifying and resolving environmental issues related to air and water quality, water pollution control, storm water protection requirements, wastewater issues, fuel tank and petroleum storage issues and hazardous material and waste. Specific duties to be performed may include, but are not limited to, the following:

Provide technical engineering assistance and oversight to ensure contracts, projects and construction planning comply with environmental engineering standards.

Oversee environmental aspect of construction plans for all new structures and renovation work.

Monitor agency compliance with environmental regulations in ongoing operations and in remedial situations that result from notices of violations from control agencies.

Develop appropriate compliance plans, from both technical and practical terms, recommending engineered alternatives of design, operation, or methodology which are more environmentally sound and feasible for achievement.

Develop and implement preventive or corrective actions for any conditions which may constitute a violation to avoid further citations from regulating agencies.

Provide guidance to and engages with OMH ASSG staff and facility administrators on implantation of such plans.

Coordinate and complete the annual Statewide environmental audit program for OMH.

Coordinate the distribution of environmental compliance program information and serve as a liaison to control agencies including: the Environmental Protection Agency, the Department of Environmental Conservation, the Department of Labor, and the Department of Health, the Center for Disease Control and others. This requires keeping abreast of latest developments and requirements on environmental regulations.

Work with OMH Counsel’s Office to advise and make recommendations to address environmental concerns prior to OMH’s acceptance of property or buildings being acquired via purchase or transfer from other governmental entities.

Statewide travel to all Psychiatric Center locations will be required for this position.
