Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Chief, Bureau School Improvement Planning.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a qualifying title allocated to salary grade M-3 or higher deemed eligible for transfer under Section 52.6 of the Civil Service Law.
Section 52.7 Appointment: If the number of interested candidates who meet the promotional qualifications is three or less, the agency, at its discretion, may nominate one or more of the candidates for a noncompetitive promotion under the provisions of Section 52.7 of the Civil Service Law. Candidates must have one year of permanent competitive or 55b/c service as a Supervisor, School Improvement Planning or as a Supervisor of Education Programs OR two years of permanent competitive or 55b/c service as an Associate in Education Improvement Services.
Provisional Appointment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor, School Improvement Planning or as a Supervisor of Education Programs OR two years of permanent competitive or 55b/c service as an Associate in Education Improvement Services.
Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for the position of Chief, Bureau of School Improvement Planning in the Office of Accountability. The incumbent of this positon will lead the Title I School and Community Services Team. This team is responsible for the implementation of programs funded under the federal Elementary and Secondary Education Act (ESEA). Under the general supervision of the Assistant Commissioner, the incumbent in this position is responsible for oversight and administration of federal ESEA funds for New York State. Duties of this position include, but are not limited to, the following:
• Provide leadership to Local Educational Agencies (LEAs) in the development and implementation of Title I/II/V programs and comprehensive school and district improvement plans;
• Plan, develop and support procedures and criteria for the submission, review, and approval of grant applications for Title I/II/V funding;
• Serve as the state Title I liaison with the United States Department of Education;
• Coordinate activities for collecting program data;
• Develop strategies and manage staff and resources to support school improvement in Priority and Focus Schools;
• Oversee the review and evaluation of School Comprehensive Educational Plans (SCEP) and District Comprehensive Improvement Plans (DCIP)
• Manage the process of coordinated and targeted on-site monitoring, desk audits and the preparation of monitoring reports and Corrective Action Plans;
• Respond to program implementation questions;
• Prepare field guidance documents;
• Oversee implementation of Title I, Title IIA, Title V, Migrant Education, McKinney-Vento, Neglected or Delinquent and Title I School Improvement programs; and
• Supervise professional and clerical staff.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance and other benefits.
* Leads to a maximum salary of $132,054 based on annual performance advances.
