Minimum Qualifications

Duties Description The duties of the position of the Deputy Director of Public Information will primarily be to assist the Director of Public Information in all daily operations of the unit. They will include: ·

• Representing the State Board as a public spokesperson and liaison to the media, other interest groups and the general public in a variety of settings. This includes answering inquiries by mail, email and phone as received, attending meetings with various civic organizations and speaking for the Board in interviews with the media.

• Assisting in the development, implementation and/or maintenance of the Board's informational publications, pamphlets, newsletters, and other special reports. This includes planning publication strategies; developing print resources; establishing and maintaining distribution networks; preparing the Board's annual report, and miscellaneous publications as assigned.

• Overseeing the Board's voter registration and education programs including, but not limited to, ensuring a sufficient inventory and distribution of voter registration forms to county boards, civic organizations and other entities.

• Administering and/or supervising component programs as assigned, including the oversight of all activity related to the State Board's administration of the National Voter Registration Act agency-based on voter registration program as well as and administering communications strategies for the NVRA agency­ based registration program.

• Monitoring of County Board compliance with NVRA list maintenance requirements through facilitation of biannual onsite reviews by Unit staff, regular analysis of county activity reports, and the coordination with NYC and NYS Departments of Health and the Office of Court Administration for sharing relevant data with counties.

• Managing the updating of the State Board’s website through coordination with each Unit responsible for production of web content, as well as with the IT Department to ensure that the content is made compliant with state accessibility policies before posting.

• Working with County Boards to ensure that lists of poll site locations, including accessibility surveys for each location, are kept current and filed with the State Board in a timely manner.

• Overseeing staff administration of county grant program for improving accessibility of poll site operations through funding of poll site improvements, training for poll workers to assist voters with disabilities and other allowable expenditures.

• Coordinating with the Information Technology Unit on the maintenance of all public facing web assets (voting information, voter & poll site lookup, campaign finance information, unofficial election night results, etc).

• Providing guidance to each county board in developing a website that provides information and links voters to comprehensive, useful and downloadable election information.

• Defining and developing a statistical library to more effectively store and retrieve election statistics; gathering relevant census and reapportionment data.

• Strong and effective written and verbal communication skills.
• Excellent time-management, organizational, problem-solving, and customer-services skills.
• Well-organized, structured, and detail-oriented with the ability to manage multiple, concurrent work streams.
• Prior experience managing in-house staff and/or consultants.
• Knowledge of government procurement processes and experience in vendor management.
• Comprehensive knowledge of election laws and processes.
• Skilled in the use of modern technologies and analysis of data.
• Ability to interpret and enforce policies and procedures.
