Minimum Qualifications MINIMUM QUALIFICATIONS:
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a qualifying title allocated to salary grade M-2 or higher deemed eligible for transfer under Section 52.6 of the Civil Service Law.
Section 52.7 Appointment: If the number of interested candidates who meet the promotional qualifications is three or less, the agency, at its discretion, may nominate one or more of the candidates for a noncompetitive promotion under the provision of Section 52.7 of the Civil Service Law. Candidates must have one year of permanent competitive or 55b/c service as an Archives and Records Management Specialist 5.

Duties Description The New York State Education Department’s Office of Cultural Education (OCE) is seeking candidates for an Assistant Director, Archival Services and Records Management position within the Office of the Deputy Commissioner. Under the direction of the Deputy Commissioner, the incumbent is responsible for the facilitation and improvement of stewardship of OCE collections, efficient use of resources, access to expertise and consistency of service to all institutions. Other duties of this position include, but are not limited to, the following:
• Advise OCE Leadership in matters related to collections preservation, stewardship, security, and staffing for preservation. All advice will reflect consultation and collaboration with collections, preservation, and exhibit teams from all program areas;
• Develop policies, procedures and plans for preserving OCE collections in all formats including objects, artifacts, paper, books, photographic materials, and electronic and multimedia materials;
• In conjunction with OCE program areas, the New York State Archives and State Library Documentary Heritage and Preservation Services, provide guidance to collections institutions statewide and seek opportunities for inter-organizational and inter-governmental collaboration and support;
• In consultation with collections staff, plan, coordinate, and manage collection assessments to identify needs and priorities for preservation;
• Implement preservation plans addressing the needs of OCE’s most vulnerable collections to ensure future accessibility;
• Coordinate and manage collections preservation and stewardship initiatives and Capital funded projects. Participate in facilities planning as it relates to collections and collections stewardship.
• Oversee collection stewardship activities, including environmental monitoring, holdings maintenance, storage techniques and inventory work, as appropriate;
• Manage OCE’s collections-related Disaster Prevention and Response Plan by identifying, addressing and being the lead in the abatement of risks and emergencies related to the preservation of the collections;
• Serve as statewide resource for disaster response and participate on the Department’s Office of Emergency Management team;
• Lead the OCE-wide Collections Management Team and provide direction and oversight for the implementation of OCE-wide initiatives;
• Chair major task forces to develop collaborative program policy recommendations for OCE institutions;
• Coordinate and plan training to improve and support stewardship skills of all OCE program areas;
• In consultation with program areas, prepare grant proposals to obtain additional funds to advance collections preservation and access;
• Develop work plans, staffing plans, coordinate strategic planning efforts, and budgets to ensure adequate resources are dedicated to collections stewardship;
• Oversee OCE conservation lab staff, budget, and services;
• Oversee and evaluate conservation work provided by vendors; and
• Participate in national and international preservation and conservation efforts, particularly involving the development of standards and best practices, as appropriate.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or non-permanent provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
*Leads to a maximum salary of $119,555 based on annual performance advances.
