Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidates must be reachable on the current Civil Service eligible list or be eligible for 70.1 or 52.6 transfer. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent competitive service in a Grade 25 or higher level title. The title cannot be a second consecutive transfer resulting in an advancement of more than two grade levels.

Duties Description The Office for People with Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 130,000+ individuals with developmental disabilities in New York State. The Developmental Disabilities Policy Development Specialist 3 will perform complex data analysis, and work on strategic planning and metrics related to the implementation of CAS and Managed Care and other OPWDD policy-related initiatives. The incumbent’s duties will include, but will not be limited to, the following:

PRIMARY DUTIES AND RESPONSIBILITIES:

• Develop measurements related to implementation of Managed Care and Acuity-based decisions making, which is part of OPWDD’s new and transformative policy agenda
• Apply advanced statistical techniques, including modeling, to improve equity in the OPWDD service system and analyze the impact of different policy standards on allocation of resources
• Support policy creation for Care Coordination Organization’s payment methods
• Lead staff in formulating goals and objectives supporting strategic planning; establish timeline and process for research; determine methodology for NY State evaluation
• Develop IT reports and ad hoc reports using CAS data elements stored in the UAS to support the Division of Person-Centered Supports (Policy Division)
• Develop service quality comparison for people in Managed Care versus Fee for Service (FFS) to inform policy decisions regarding systems building and transformation to Managed Care
• Develop and maintain data collection systems and analysis tools; design surveys and other data collection methods for strategic planning exercises and other policy-making initiatives
• Identify metrics that measure progress in outcome achievement and assist in program management and evaluation of OPWDD policy
• Compare program goals and objectives to outcomes throughout the project process; plan and supervise research and studies within the program
• Work with OITS to determine systemic method for data collection and manipulation
• Evaluate data and present findings related to self-direction, employment, community housing and other policy areas and assess potential impact on policy and procedures
• Design data collection methods, and write reports explaining significance of data to individuals and families, OPWDD leadership, provider agencies and the legislature and other policy makers
• Act as primary liaison with outside consultants and entities (including OITS and NYS Performance Management System) on project data elements and initiatives
