Minimum Qualifications Six or more years of experience in Business Analysis and Quality Assurance. At least two years of this experience must be in an environment with one or more of the following technologies:
• WebSphere Application and Portal Server
• Oracle Database, SQL, PL/SQL
• HP Application Lifecycle Management (ALM)/Quality Center (QC)
The following degrees, preferably in Computer Science, Business Administration, or Criminal Justice may substitute for the general experience as indicated:
• Associate’s degree and five years of experience
• Associate’s degree including 15 semester credit hours in computer science or related field and four years of experience
• Bachelor’s degree and four years of experience
• Bachelor’s degree including 15 semester credit hours in computer science or related field and three years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional two years of experience
Preferred Qualifications:
• Familiarity with project management best practices and principles and public safety/criminal justice business and applications
• Experience managing and implementing Business Analysis and Quality Assurance best practices and principles
• Knowledge of project management techniques and of supervisory principles and practices, and ability to implement them
• Strong analytical, problem-solving, and conceptual skills
• Ability to work in a cross-functional team environment (matrix organization)
• Experience translating technical information into easily understood information
Duties Description Under the direction of a Manager Information Technology 1, SG27, this position will function as a team manager within the Public Safety Cluster’s Business Solutions Civil & Criminal Identification and History Business Assurance and Quality Assurance (BAQA) Unit located in Albany, in support of the Sex Offender Management System (SOMS). This is a multi-part project that will significantly reduce paper handling, improve record storage, and reduce labor time for entries. As the lead analyst, the Project Coordinator will define parameters and review work products in key PSC business areas, manage federal grants and roadmaps, and work collaboratively with other ITS groups and with higher levels within the customer base.
Additional duties include, but are not limited to, the following:
• Identify, analyze, and prioritize application issues in assigned areas through collaboration with internal and external customers, facilitating meetings with Subject Matter Experts, BAQA staff, development team, and users as needed to gather knowledge and document requirements following current BAQA standards;
• Coordinate meetings with BAQA and development staff to review requirements to ensure understanding of the project in support of work goals;
• Create requirement documents that clearly convey the system/business flows and provide all requirements including audit needs based on audit standards and reporting needs as required;
• Develop a schedule for review of final requirements with business users and obtain signoff;
• Create functional test plans and test scripts following the standard using HP ALM;
• Facilitate the creation of performance test plans following the standard documentation and user acceptance testing.
• Work with BAQA staff, architecture and performance team on creating and executing performance test scripts;
• Provide documentation detailing goals of the user acceptance testing (UAT) sessions;
• Coordinate user acceptance testing;
• Ensure all requirements are met and business users sign-off after UAT for project/support requirements prior to production release;
• Review and approve test plans, as needed;
• Manage IT Service Management tickets and ensure timely acceptance, updates, and closures are made;
• Maintain all dates and any necessary updates in HP Application Lifecycle Management;
• Perform the full range of supervisory responsibilities, as assigned.
