Minimum Qualifications • Bachelor’s Degree in a related field or equivalent combination of education and experience;
• Five years of professional experience in public policy, policy analysis, development, research, and/or writing researching and analyzing health care policy and related issues.
• Knowledge of health care and human services law and legislation at the state and federal level, and the regulatory environment.
• At least one year of this experience must have included supervision of professional level staff.
• J.D. or Master’s Degree may be substituted for one year of specialized experience.

Duties Description The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System, and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the Health Benefit exchange to modernize the eligibility system for health and human service programs.

Under the direction of the IES Governance Lead, the Project Assistant in the capacity of Policy-Legal Analyst will play a critical role to support and advance the work of the IES Executive Steering Committee and IES Stakeholders. The IES Policy-Legal Analyst will provide research, analytical, and technical assistance for planning, coordinating and implementing interagency and agency-specific policies and processes to support the implementation of IES.

Duties include, but are not limited to:

• Coordinate and support the IES policy activities and related committees.
• Review and analysis of federal, state, and local laws, regulations, policies and guidance on health and human service programs to assess the potential impact on New York and IES.
• Identify factors that may inhibit the ability of public entities to conform to program and reporting requirements, Federal, State or local laws or principles of good governance;
• Recommend the development and implementation of policies pertaining to state and local public authorities;
• Develop, or participate in the development of, policy guidance, decision memos, or effective practice guidance documents that provide clarification and interpret statutory compliance, reporting requirements; other documents,
• Review agency and interagency work products, and support efficient progress towards IES system implementation;
• Present findings and recommendations to higher level staff, IES Executive Steering Committee and other stakeholders regarding recommended changes to improve operating practices, accountability, or transparency;
• Monitor and analyze legislative and policy proposals and testimony for potential implications and impact to the IES Program;
• Provide support to build presentations and content for meetings with the policy-related committees, Executive Steering Committee, and other entities;
• Manage or oversee the management of efforts to track and monitor progress of policy/legislative initiatives and commitments;
• Research and analyze legislative, policy and process reform opportunities identified by the IES policy committee and the Executive Steering Committee;
• Monitor and analyze policy reports from national experts to stay abreast of the research literature as it relates to IES and monitor IES-related activities in other states to stay informed on policy decisions made by other states and where there are lessons learned for New York; and
• Other duties as assigned.
