Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor of Education Programs.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55 b/c service in any of the following titles: Associate in Bilingual Education, Associate in Continuing Education, Associate in Early Childhood Education, Associate in Education Improvement Services, Associate in Educational Planning and Evaluation or Associate in Instructional Services.
Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Supervisor of Education Programs position in the Charter School Office. The mission of the Charter School Office is to create and sustain quality educational options for families in New York State on behalf of the Board of Regents. The Office strives to accomplish this through high quality authorization and oversight of the Board of Regents portfolio of 81 charter schools, fair and transparent oversight of all charter schools, and dissemination of information about effective school design and practices. Charter School Office staff facilitate a rigorous new school application process, monitor the implementation of school charter agreements between the Board of Regents and its schools, conduct comprehensive evaluation of charter school performance according to a clear and transparent performance framework, and make renewal and closure recommendations to the Board of Regents. The incumbent of this position will oversee monitoring, oversight, and high-stakes accountability for the NYS Board of Regents authorized charter schools in New York State. Duties of this position include, but are not limited to, the following:
• Serve on the Charter School Office leadership team, develop office strategic initiatives and mentor other staff in their professional growth;
• Organize monitoring and oversight in accordance with the NYSED Charter School Monitoring Plan to ensure that all NYS Board of Regents authorized charter schools are in compliance with the terms of the charter and applicable laws, rules and regulations, and are making progress towards a successful charter renewal;
• Oversee the high-stakes evaluation of all NYS Board of Regents authorized charter schools in accordance with the NYSED Charter School Performance Framework;
• Provide support to all Board of Regents authorized charter schools to identify areas of programmatic growth, particularly regarding academics and pedagogy;
• Coordinate the analysis of data by the Charter School Office data analysis team;
• Prepare extensive writing, editing, and quality control for evaluative reports that are disseminated to schools, the Department, the NYS Board of Regents, and the public;
• Make internal and external presentations and meet with school leaders to support the strategic initiatives of the Charter School Office;
• Provide direct on-site monitoring and oversight of NYS Board of Regents authorized charter schools;
• Provide leadership and training to staff in establishing procedures related to the provision of monitoring, oversight and guidance to schools, Charter School Office consultants, and other stakeholders;
• Coordinate and participate in oversight activities to ensure that practices of all Charter School Office staff and consultants are consistently implemented with fidelity and in accordance with State and federal laws, Department regulations, and office guidelines;
• Collaborate with other team supervisors and the Director of Charter Schools to ensure that work is aligned to a coherent office vision;
• Prepare written materials, including correspondence, to assist in the development and implementation of policies and procedures related to the various components of the Charter School Office;
• Engage in and assist with the facilitation of professional development activities related to the Charter School Office and other Department initiatives; and
• Supervise the work of professional and support staff.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance and other benefits. This position requires frequent statewide travel.
* Leads to a maximum salary of $114,553 based on annual performance advances.
