Minimum Qualifications Positions require 5+ years of law enforcement practice in a major police department or law enforcement agency, preferably in the area of fraud, including contract and white-collar crime, with significant work-related familiarity with New York State and federal laws and agencies. Investigators will be expected to supervise and conduct confidential, sensitive and internal investigations, including work in the areas of contracts and procurement, white collar crime, organized criminal enterprises, and other complex fraud schemes. Investigators must have exceptional interviewing and interrogation skills related to complex criminal and administrative investigations, excellent interpersonal and report writing skills, must be willing and available to work unscheduled hours and travel when necessary.

Recognizing the importance of technology as an investigative tool, investigators are expected to possess significant experience in surveillance techniques and the use, installation and maintenance of technical equipment used in law enforcement, for electronic and video surveillance; in particular, the installation, monitoring and removal of covert cameras; GPS live tracking devices; data loggers; and body wires. Investigators should also be highly proficient in the preparation of intelligence reports, and utilizing law enforcement databases such as NYSTEP, Compass, EJustice, Accurint, Dun and Bradstreet, and NYSPIN, as well as being well versed in computer and cell phone forensics.

In addition to the above minimum qualifications, this position additionally requires specific prior experience in conducting welfare fraud investigations. Candidates must have a good working knowledge of welfare rules and regulations, welfare applications, recertification forms and all related documents, as well as experience in utilizing the various computer databases specific to the welfare system in New York, including but not limited to, WMS, SFARS, EMEDNY and EPPIC.

Duties Description Investigators in the Office of the New York State Inspector General conduct in-depth investigations and analysis of alleged criminal wrong-doing, corruption, conflicts of interest, fraud and abuse in New York State agencies/entities which fall under the jurisdiction of the Office of the New York State Inspector General. Investigators work collaboratively with attorneys, auditors and other investigators to investigate cases and prepare written reports and audits containing the Inspector General’s findings and recommendations. Investigations conducted by the Office of the New York State Inspector General’s uncover criminal conduct: these are often referred for prosecution to federal, state and local prosecutors. Office of the New York State Inspector General’s investigators work directly with these law enforcement offices to complete investigations and assist with criminal proceedings (arrests; grand jury presentations; etc.). Investigator duties include, but are not limited to: managing cases; performing surveillance; conducting interviews; preparing written reports; working as liaison with other enforcement agencies. Investigators are expected to utilize all means of law enforcement technology and databases.
