Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 3.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Program Research Specialist 3 position in the State Office of Religious and Independent Schools. This Office serves the needs of students in over 1,800 state-recognized nonpublic schools and provides on-site school visits, opportunities for curriculum improvement and professional development activities, provides technical assistance and support, and oversees federal and State aid functions for nonpublic schools. This Office incorporates the Every Student Succeeds Act (ESSA) mandated Ombudsman to ensure compliance with the equitable services requirements of the federal law. The incumbent of this position will be responsible for data analysis and evaluation of program effectiveness, interpretation of program data and analysis of the impact of policies and legislative initiatives relative to nonpublic schools. Other duties of this position include, but are not limited to, the following:

• Analyze data related to nonpublic schools to determine and implement strategies for increasing program effectiveness;
• Develop analytical methods, including the planning, conduct, evaluation, interpretation and reporting of study findings related to nonpublic school data;
• Perform data analysis and database integrity activities to examine current and historical data pertaining to nonpublic schools;
• Develop recommendations to improve operational efficiency, compliance with federal and State mandates, and advancement of goals, as determined by the Executive and Legislature and Board of Regents;
• Prepare technical reports and data analysis findings and recommend courses of action;
• Identify weaknesses in programs supporting nonpublic schools and identify solutions for management to improve program effectiveness and process improvement;
• Coordinate data collection and analysis to support program and grants activities involving nonpublic schools and related entities; and
• Supervise and direct the activities of lower-level staff as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance and other benefits.
