Minimum Qualifications This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service.

A Bachelor’s degree from a regionally accredited college or university in Business Administration, Communication, Public Administration, Human Resources Management, Political Science or related field of study, plus two (2) years of full-time experience in Communication, Training, Business or Public Administration, or related field. Experience must include some supervisory and/or public speaking experience.

OR

An Associate’s degree from a regionally accredited college or university, in Business Administration, Communication, Public Administration, Human Resources Management, Political Science or related field of study, plus four (4) years of full-time experience in Communication, Training, Business or Public Administration, or related field. Experience must include some supervisory and/or public speaking experience.

OR

Six (6) years of full time experience in Communication, Training, Business or Public Administration, or related field with at least 1 full-time year of experience in supervision and/or public speaking.*

AND

Must have and maintain a valid driver’s license to operate a motor vehicle in the State of New York. Must report any change in driver’s license status to the State Human Resources Office (MNHS).

Must be proficient in and able to independently use Microsoft Office software – MS Word and Excel within an ability to use PowerPoint and/or Access – prefer experience creating presentations in PowerPoint. **

The Human Resources Specialist 1 (HR Specialist), performs a variety of personnel activities. This position will have a primary focus acting as the agency’s training coordinator and representative. The positions may perform other duties such as position classification, recruitment, placement, retention, benefits administration, and employee relations in order for the agency to maintain an adequate and competent workforce. In addition, they may perform fact finding activities in closely related areas such as disciplinary cases, certain grievances and human rights cases; and assist in the agency’s employee and labor relations and staff development programs. They may supervise subordinate personnel in the performance of human resources responsibilities.

As the agency’s training coordinator and representative, the incumbent will be responsible for maintaining agency data in the New York State Statewide Learning Management System (SLMS) as well as ensure compliance with all mandatory training requirements. The individual will assess training needs, create training programs, attend train-the-trainer courses, present training programs and work to identify training opportunities for agency employees.

An individual appointed to the position of HR Specialist must be able to take direction, comprehend many assignments at one time, pay attention to detail, analyze and process large amounts of data, supervise subordinate personnel, present material to supervisor and other individuals clearly and concisely, exercise extreme confidentiality in working with personnel and medical records and require minimal supervision in completing tasks timely and accurately. The position requires excellent public speaking ability.

The position performs responsibilities in accordance with DMNA and labor agreement policies and procedures, federal and state statutes and regulations and, where applicable, requirements and standards of the National Guard Bureau (NGB), including the Master Cooperative Agreement (MCA) – all current and as amended.

Specifically, duties may include but are not limited to:

• Provides technical guidance, direction and assistance to staff as needed.
• Disseminates information and provides assistance with agency workforce development to include training and guidance to individuals on career programs and goals.
• Creates and presents trainings that will assist in developing and improving employee knowledge, skills and abilities.
• Must identify and attend opportunities to improve and expand personal training/presentation skills and abilities.
• Must ensure compliance with all state and position training and certification requirements across the agency.
• Assists managers with identifying training needs and works to find opportunities to obtain the needed training.
• Assists with personnel transaction matters such as classification and compensation issues, position review of duties and responsibilities, hiring and on-boarding procedures, and other similar matters.
• Required to maintain the agency data in SLMS as well as updating the agency website and ensuring notification to supervisors and employees of all requirements.
• Prepares various personnel reports and related correspondence.
• Will be required to interact with many departments and individuals including state and military personnel and supervisors.
• May provide supervision to subordinate staff within the directorate.
• May assist in the daily operations and execution of matters related to the State Active Duty (SAD) missions to include activities such as: payroll entry and processing, management of Line of Duty (LOD) investigation files, benefits questions, SAD Orders and SAD DMNA policy review and modifications.
• Will work to assist Human Resources unit become more streamlined and help assess workflow functions and processes. Make recommendations for improvements. Assist in the oversight of implementation of changes and ensure understanding and execution by other unit staff members.
• Will be required to administer personnel activities, do presentations, address employee and labor relations matters and generally conduct human resources tasks professionally and ethically to meet agency mission.
• Will complete and attend training as required.
• Will travel periodically using various modes of transportation to include driving, trains and air travel.
• Extra hours and schedule adjustments may be required to meet operational needs.
• Performs other job related duties as assigned.

Job Requirements:
• Working knowledge of the principals and practices of personnel administration, preferably as practiced under the provisions of New York State policies and procedures.
• Must be proficient in Microsoft Office Word and Excel. Ability to use PowerPoint required – prefer good knowledge of creating presentations as well.
• Confidence and ability to do presentations and conduct training for large groups and other public/group speaking activities.
• Creativity in developing training programs, energy and enthusiasm to learn new skills as well as train others in many topics including: communication, conflict resolution and computer training.
• Willingness to become a subject matter expert by attending training-the-trainer programs and other skills events.

• Prefer experience working with labor unions, collective bargaining agreements and/or pertinent knowledge of grievance and disciplinary procedures - preferably experience working with New York State labor agreements.
