Minimum Qualifications STATE EMPLOYEE TRANSFER QUALIFICATIONS FOR PERMANENT APPOINTMENT:
Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Contract Management Specialist 1; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 13 and above and eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.

Successful completion of two year traineeship leads to appointment as a Contract Management Specialist 1, SG-18.

Duties Description
Duties include, but are not limited to:
• Supervise subordinate staff and/or contract workers, as they relate to the Automobile Claims Administration contract, in daily operations.
• Assist with the development of contracts, RFPs, IFBs, and Sole/Single Source, Fleet-specific procurements including but not limited to fueling, automobile claims administration, credit cards and fuel facility management.
• Provide guidance, technical assistance, and training to Fleet staff and/or potential bidder(s) to facilitate the contract and procurement processes, ensuring all control requirements are met.
• Review proposed Fleet/Self Retained Auto Program (SRAP) contracts for fiscal and programmatic correctness, adherence to State regulations and policies, compatibility with agency programs and goals, availability of funds, and appropriateness of rates.
• Assist with daily programmatic oversight of the Automobile Claims Administration contract, as necessary.
• Review procurement records, to ensure that all applicable laws, rules and regulations are adhered to.
• Develop and maintain an effective working relationship with program, administrative organizations and contract vendors.
• Perform on-site reviews and or audits of SRAP contract implementation and performance.
• Draft comprehensive program reports, components of reports, or report summaries that outline findings.
• Resolve problems identified by agency staff or vendors with the contract, RFPs, IFBs, Sole/Single Source Procurements, or other related financial documents. Document major or complex issues or problems and refer them to PSG and/or the Legal Department(s).
• Monitor voucher payment process for assigned contracts, ensuring voucher audits are conducted in a manner consistent with contractual payment provisions.
