Minimum Qualifications MINIMUM QUALIFICATIONS:
Candidates must have permanent status as Research Scientist 2 (SG-22), and be interested in reassignment; OR possess a Bachelor’s Degree and three years of professional research experience in the appropriate field; OR possess a Master’s Degree and two years of such experience; OR hold a doctorate in the appropriate field.
Preferred Qualifications: Strong analytical skills combined with excellent verbal communication and writing ability.
Duties Description Design and facilitate the implementation of the OASAS Local Services Planning process and develop and issue instructions covering the steps Local Government Units (LGUs) must take to submit the Local Services Plan. Develop business requirements for reporting elements of the Mental Hygiene County Planning System (CPS) and effectively communicate those requirements to Information Technology staff. Analyze and interpret data submitted as part of Local Services Plans, including: identifying trends, accomplishments, and additional key themes from Local Services Plans; measuring LGU progress toward stated objectives; and preparing tables, graphs, fact sheets, and written reports summarizing Local Services Plan submissions. Collect, analyze and interpret data to share with LGUs to assist in identifying local needs. In addition to coordinating the Local Services Planning process, the Research Scientist 2 will also support the development of the Statewide Comprehensive Plan, agency strategic planning and performance measurement, and various ad-hoc policy research projects related to substance use disorders. The Research Scientist 2 must be able to work with minimal supervision, and prioritize multiple projects and information requests.
