The minimum qualifications for appointment to a Research Scientist 3 position are: A Bachelor’s Degree and four years of professional research experience in the appropriate field; or a Master’s Degree and three years of such experience; or a doctorate in the appropriate field and one year of such experience. Appropriate fields include: Biostatistics, Economics, Epidemiology, Public Health, Psychology, Sociology, Social Work, or a related social science field.

Duties Description The New York State Office of Mental Health (OMH), Office of Performance Measurement and Evaluation (OPME) is seeking a qualified candidate to fill a Research Scientist 3, Grade 25, or Research Scientist 4, Grade 27, position in Albany, New York. The position will report to the Behavioral Health Integrated Performance Measurement Center (BHIPMC) Coordinator.
New York is transitioning from fee-for-service to Medicaid managed care behavioral health services for adults and children. This is a major transformation in the way care is delivered to individuals with serious mental health and/or substance use issues. A major element of the NYS health care transformation involves the shift to value-based payment (VBP) models that require system, network, and provider level measurement of treatment quality and outcomes.
The Behavioral Health Integrated Performance Measurement Center (“The Center”) will support the development of a robust platform of quality and performance measures and will serve a critical support role to the NYS Medicaid Program as well as VBP reform. The Center will conduct literature and environmental scans to identify innovative quality and performance measurement programs and practices; convene local and national experts to review findings and set priorities for Behavioral Health quality and performance measurement strategies in the NYS Medicaid Program; and produce reports summarizing the impact of NYS Medicaid Managed Care redesign and VBP programs on Behavioral Health service use and quality of care in NYS.
The incumbent will lead a team of other NYS OMH research scientist staff and will participate in conducting data analyses using Medicaid claims and other administrative databases that will support the development and implementation of behavioral health quality and performance measures. Specific duties to be performed may include, but are not limited to, the following:
Develop the analytical coding and statistical programs required to translate the performance metrics recommended by Behavioral Health Integrated Performance Measurement Center.
Provide oversight and coordination of technical and public health activities related to translating findings to Managed Care plans and the public.
Develop analytic methods responsive to the research plans developed by the Coordinator to analyze and evaluate results and prepare reports of the findings.
Develop ongoing literature scan/reviews to and track/summarize VBP/performance measurement initiatives being implemented in other states.
Design and interpret analyses of current and proposed new BH performance measures using available NYS data.
Design and interpret analyses of performance measures for individual NYS HARP value-based payment pilots.
Serve as a member of research teams and liaison with federal/state agencies in the coordination of interventions for mental health outcomes, lead work groups and conference calls on mental health issues, disseminate results of surveys and studies, present results at scientific meetings and work groups, and publish them in peer reviewed journals.
Additional Comments The position will be filled according to the qualifications of the selected candidate. The salary range for a Research Scientist 3, Grade 25, position is $79,849 to $100,645. The salary range for a Research Scientist 4, Grade 27, position is $88,603 to $109,133.
