Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list to be considered for permanent appointment to the position.

The minimum requirements for taking the Open Competitive examinations are:

Engineer Trainee, SG-18:

A bachelor’s degree in Civil Engineering; Civil Engineering Technology; Construction Engineering; Construction Engineering Technology; Construction Management Engineering Technology; Geotechnical Engineering; Hydraulics Engineering; Materials Engineering; Materials Science and Engineering; Metallurgical and Materials Engineering; Structural Engineering; Transportation Engineering or Transportation Planning and Engineering.

OR

Proof of successful completion of a National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) examination.

Preferred Qualifications:

If you are applying with proof of successful completion of the FE examination, preference will be given to applicants with one year of engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems.

NOTE: Individuals appointed as an Engineer Trainee are required to complete a minimum of one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. If you obtain your FE by the end of the first year you will advance to the title of Assistant Engineer Civil/Transportation, G-20. If you do not obtain your FE by the end of the second year of the traineeship, you will be terminated from your position.

Assistant Engineer (Civil/Transportation), SG-20:

Proof of successful completion of a National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) examination.

Duties Description The incumbent will work under the direction of a higher-level professional in the Traffic Operations Bureau; Traffic Operations Section. Duties will include, but not limited to:

• Review operation plans for multi-county Speed Contests (races) and coordinate with race organizers to address concerns and logistics with NYSDOT, regional and residency staff, local governments, State Police and Empire State Development.
• Act as Main Office contact for information pertaining to Special Use Permit Applications
(PERM 33a, 33b, 33c, 33f).
• Review, process and provide technical support to NYS Regional Offices regarding Traffic Orders and Special Use Permits.
• Research and create specifications and design details for traffic control devices compliant with the Manual on Uniform Traffic Control Devices (MUTCD) and the NYS Supplement to the MUTCD.
• Monitor Regional Traffic Engineering (TE) studies program and prepare Quarterly and Annual Work Accomplishment Reports (WAR) summaries.
• Review office directives, official issuances, reports and any other relevant information relating to Traffic Engineering.
• Develop content for Traffic Operations Engineering Manual.
• Assist in the development of statewide instructions and guidance related to traffic control.
• Coordinate with NYSDOT Regional offices to provide updates to the NYS Highway Touring Route System to official mapmakers.
• Maintain and update various publications, such as the “Official Description of Highway Touring Routes, Bicycle Touring Routes, Scenic Byways and Commemorative/ Memorial Designations in New York State.”

Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
