Duties Description Primary Purpose
The Director, Grants Administration manages and directs the various grant programs administered by DASNY in accordance with the appropriate governing laws, policies and procedures. The Director, Grants Administration serves as the liaison with Executive Management, DASNY divisions, and numerous external entities including the Executive Chamber, Division of the Budget, Office of the State Comptroller, legislative staff, elected officials and other outside entities. Participates in the review, development and implementation of policies and procedures for DASNY’s Grant Program Administration in coordination with Executive Management, Counsel’s Office and additional DASNY divisions as appropriate.

Essential Functions
• Manage and oversee all activities of the Grants Administration Unit to ensure the timely and efficient administration and processing of grants.
• Oversee the delivery of services; establish grant administration goals and periodically reviews them with Executive Management and other divisions as appropriate.
• Serves as inter-governmental liaison and facilitates communications between DASNY and external entities with regard to sensitive and/or complex matters.
• Develops and implements processes, procedures, and information systems for the efficient use of resources to manage the various grant programs.
• Coordinates the work of Grants Administration with other units within DASNY.
• Directs and coordinate special projects within the Grants Administration Unit, as assigned by Executive Management.
• Plans present and future program workload distribution and recommends to Executive Management levels of adequate staffing to ensure the efficient review, processing and administration of the grant programs.
• Provide guidance and oversight to the Grants Administration Unit to determine compliance with statutory parameters and other relevant laws.
• Provide direction and coordinate responses with respect to press inquiries; FOIL requests; and policy matters relating to the administration of grant programs.
• Assess, develop and implement internal controls for Grants Administration and oversee the review and testing of these internal controls.
• Assure proper completion of grant funding requirements and/or completion of required documentation; identify and describe potential problems or delays encountered and relay relevant information to appropriate parties and/or confer with Counsel’s Office, as appropriate.
• Serve as liaison with prospective or current grant recipients, DASNY’s legislative clients, the NYS Division of the Budget, and other outside entities regarding the grant award and disbursement process.
• Develops and manages, in consultation with Counsel’s Office and the Procurement Unit, competitive grant programs, including the drafting, or supervision of the drafting, of the Request for Applications, the selection process, and formulation and implementation of grant administration documents, policies and procedures related to such competitive programs.
• Review and oversee the preparation of grant agreements, within established program parameters, to help ensure that they are in proper legal form and have all necessary approvals and supporting documents.
• Manage and monitor the status of the grant programs with respect to volume of applications and available funding and bring any concerns to the attention of Executive Management as appropriate and, as required, the Senate, Assembly, and/or Division of the Budget.
• Manage project funding needs for the various grant programs and provide the information to Executive Management, Counsel’s Office, the Office of Public Finance, NYS Division of the Budget, DASNY’s clients and other divisions of DASNY, as appropriate.
• Coordinate with, and provide documentation to, the NYS Division of the Budget, the NYS Office of the State Comptroller and other divisions of DASNY in order to voucher funds for the various grant programs.
• Manage and oversee the preparation of grant program information for inclusion in DASNY’s Annual Report, DASNY's external internet site and the internal intranet site.
• Ensure the confidentiality of information gathered during the review and processing of grant applications.
• Undertakes a variety of research, oversight, coordination and critical analysis as part of special projects for Executive Management.
• Exercises such other powers and performs such other duties as Executive Management may determine.

Other Duties and Responsibilities
• Verify that staff understand and comply with all relevant Federal, New York State, and DASNY statutes, regulations, policies and procedures.
• Direct the assessment, development, implementation and testing of internal controls.
• Undertakes special assignments as directed.
• Supervise, train and evaluate staff.
• Ensure supervisors meet their obligations in the supervision, training and evaluation of their staff.
• Counsel employees and assist in handling disciplinary matters, grievances and disciplinary measures in accordance with applicable collective bargaining agreements.
• Promote ongoing maintenance and development of staff’s technical expertise.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.
• Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).

Additional Comments Supervision
Supervision of employees is required.

Physical/Mental/Visual Demands
Travel may be required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Overtime or extended work hours may be required.
