Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18.


Preferred qualifications include:

• A PhD in economics or econometrics;
• Strong quantitative skills;
• Hands-on experience in developing forecasting models;
• Expertise in SAS and proficiency in Excel;
• Strong writing skills;
• High-level ability in visual presentation of results, either in charts or tabular form;
• Strong oral presentation skills, demonstrated by the ability to present and advocate results to both internal and external audiences; and
• The ability to handle multiple competing assignments.

Duties Description Under the supervision of a Budget Examiner at the associate level or above, the incumbent will share responsibility for the Division’s New York State personal income tax forecasts. The incumbent will work on forecasting of personal income tax liability for the Executive Budget and quarterly financial updates; constructing statistical models for forecasting and policy analysis; analyzing fiscal impact of proposed and enacted legislation; and participating in negotiations with legislative fiscal committee staff. Specific activities and tasks include:

• Providing projections for NYS personal income tax liability, which is used in the development of State tax revenue and expenditure estimates, debt capacity analysis, and many other budgetary purposes;
• Developing a thorough understanding of the NYS personal income tax structure and of the data used to develop forecasts;
• Helping to conduct research identifying economic and revenue trends that may have an impact on the State's long-term fiscal condition;
• Analyzing the effects of the tax structure on the economic and business climate of the State and formulating related recommendations;
• Constructing econometric and computer simulation models as required to perform the section’s core functions;
• Responding to data/analytical requests regarding NYS personal income tax data from within the Unit or the rest of the Division; and
• Preparing analytical reports and helping to present personal income tax forecasts to the Budget Director and legislative staff.
