Minimum Qualifications An associate’s or bachelor’s degree in criminal justice or related field, or five years of insurance claims investigation experience or professional investigation experience with law enforcement agencies, or seven years of professional investigation experience involving economic or insurance related matters. One year of experience must have been at a supervisory level. Related fields include: law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, and economic crime management.

Duties Description Under the direction of the New York State Insurance Fund’s (NYSIF) Director of Investigations, the Investigative Officer 3 (SIF) is responsible for planning, coordinating and monitoring investigative activities of the Division of Confidential Investigations (DCI) within assigned jurisdictional area.

Assigns, plans, coordinates and monitors extensive investigations of waste, fraud and abuse by claimants, policyholders and medical care providers within assigned region.

Develops timeline projecting the amount of time to be expended on each case and monitors progress against the projected timeline. Revises timeline as needed.

Plans and coordinates educational seminars on fraud detection for staff.

Performs ongoing review of investigations in progress to determine if revisions in investigation scope or techniques are necessary.

May directly supervise DCI support staff and forensic accounting staff on approximately 200 new cases annually.

Ensures that Insurance Field Investigators have necessary surveillance equipment and electronic devices, confirms that equipment is in proper working order.

Prepares reports on status of investigations and management reports of the supervisory area’s productivity as required by the Director.

Ensures that appropriate investigative procedures are followed and that investigators take proper investigative steps in obtaining court orders, locating witnesses, and using interrogative techniques.

Manages record inspection, and the obtainment of documentary evidence and photographic evidence.

Obtains services of expert witnesses such as handwriting analysts, laboratory analysts, etc. when needed.

Performs supervisory review and approval of all investigations conducted by subordinate investigators prior to presentation to a prosecutor.

Coordinates the presentation of cases to prosecutors, taking a more active role in high-level and complex investigations.

Reviews all fraud referrals from NYSIF business offices and departments and makes assignments/re-assignments as necessary of staff for the investigation.

Oversees conduct of research and intelligence gathering, ensuring that appropriate investigative procedures and steps are followed.

Analyzes data gathered for use in other investigations and cross checks relationships.

Provides support and coordination with related sister state and federal agencies on investigations.

Oversees the central repository for intelligence and research gathered by subordinate investigators to protect and ensure the confidentiality of the information gathered.
