Minimum Qualifications Bachelor’s degree in public health, epidemiology, mathematics, statistics, social sciences, engineering or a related field and four years of post-degree professional research experience; or a Master’s degree in one of the above fields and three years of such experience; or a Doctorate in one of the above field and one year of such experience.
Preferred Qualifications:
Knowledge of NY Medicaid program and data, Medicaid-related econometric forecasting and analysis of the Medicaid economy. Proficiency in the use of SQL, Salient, SAS, and Excel, Word, and Power Point, and excellent communication and organizational skills. Work experience or coursework in statistics, econometrics, mathematics, epidemiology, health/public policy, health administration, or health service research. Professional research and/or evaluation experience that involves study design, data collection, database management, analysis, and presentation of findings.
Duties Description The Research Scientist 3 (RS3) will be assigned to the Bureau of Performance Management & Quality Improvement, the Division of Program Development and Management (DPDM) at the Office of Health Insurance Programs (OHIP). Under the Bureau Director, the RS3 directs and oversees the conduct of health care research, analytics, and reporting designed to assist the Division of Budget, the OHIP management group, and DPDM program staff in policy decisions and the development and evaluation of Medicaid and other state agencies’ healthcare initiatives.
Specific duties include: directing the development and execution of analytical and/or research activities and providing senior leadership and division program staff with information and tools for strategic decision making and planning in the areas of health care utilization and costs, population health, provider practice patterns and variations, program fiscal trends and forecasting; conducting research on innovative methods and approaches to facilitating Medicaid cost management and effective provision of quality care. In particular, the incumbent’s responsibilities include conducting qualitative research and developing metrics in the assessment of quality of care and provider practice to ascertain that the new value-based payment system under the Delivery System Reform Incentive Payment Program performs as intended; evaluating other Medicaid Reform Team initiatives and the Medicaid global cap spending plans; overseeing unit analytical activities to ensure that the analysis techniques and findings are consistent and that the Medicaid utilization and cost data delivered are suitable for the quantitative analyses and forecasting needed for the formulation of policy recommendations; providing best-practice consultation and assistance to program staff and internal/external entities in their research and analytical projects; collaborating with IT and other related entities to improve the accuracy of Medicaid data; providing staff supervision and training; preparing written products of research and evaluation including submitting manuscripts for peer reviewed publication.
