Minimum Qualifications Research Scientist 3 (RS3): Bachelor's degree in public health, epidemiology, statistics, mathematics, social sciences, engineering or a related field and four years of professional research experience in that field; OR a Master's degree in one of the above fields and three years of professional research experience; OR a doctorate in one of the above fields, and one year of professional research experience.
Research Scientist 4 (RS4): Bachelor's degree in public health, epidemiology, statistics, mathematics, social sciences, engineering or a related field and five years of professional research experience in the appropriate field; or a Master’s Degree and four years of such experience; or a doctorate in the appropriate field and two years of such experience.

QUALIFICATIONS
Work experience or coursework in statistics, mathematics, health economics, epidemiology, health or public policy, health administration, or health services research. Professional experience with research and/or evaluation studies or projects including: data collection and analysis, database management, statistical analyses and presentation of research findings. Knowledge of health care delivery systems and policies related to Medicaid, Medicare, and/or other payer related payment mechanisms. Experience with project management and supervisory responsibilities a plus. Ability to lead and work with a diverse team evaluating health care services. Excellent written and communication skills.
Duties Description The Research Scientist 3/4 will be assigned to the Division of Quality Measurement, in the New York State Department of Health’s Office of Quality and Patient Safety. The incumbent will serve as the Value Based Purchasing (VBP) director, overseeing other mid- and lower-level research scientists to help the office meet its expanding responsibilities to promote health care quality and patient safety through a variety of data-driven means including research, evaluation, and health information analysis.
The Research Scientist 3/4 will be a subject matter expert to the Department and will focus specifically on research and data analysis related to VBP. Specific duties include: utilizing several sources of data within OQPS to lead and design research, measurement, analysis, policy, and application of all VBP data activities in OQPS; actively engage in presenting and reporting research and evaluation results, contribute to formulating healthcare policy recommendations based on the findings, and submit manuscripts for peer review publication.
If appointed as a Research Scientist 3, the incumbent will perform these duties under the supervision of a higher-level research scientist; if appointed as a Research Scientist 4, this I ncumbent will perform these duties and serve as a Bureau director, directing independent research, leading VBP planning and priority work agenda development, and reviewing and developing recommendations regarding existing or proposed policy, rules, and regulations.
Additional Comments Appointment level will be determined based on the qualifications and skills of the selected candidate. Contingent-permanent, full-time, non-competitive appointment.
