Minimum Qualifications G-18 – Bachelor’s degree in public health, epidemiology, mathematics, statistics, social sciences, engineering or a related field and two years of professional research experience in the appropriate field OR a Master’s degree in one of the above fields and one year of professional research experience in the appropriate field.

QUALIFICATIONS
Work experience or coursework in statistics, mathematics, health economics, epidemiology, health or public policy, health administration, or health services research. Professional experience with research and/or evaluation studies or projects including: data collection and analysis, database management, statistical analyses and presentation of research findings. Experience performing research and analyses with large administrative and/or clinical data sets and presenting research findings. Intermediate or better proficiency with SAS, SQL, and Microsoft Office. Excellent written and communication skills.
Duties Description The Research Scientist 1/2 (RS 1/2) will work within the Division of Performance Improvement and Patient Safety in the New York State Department of Health’s Office of Quality and Patient Safety. The RS 1/2 will perform analyses using multiple data sources, including provider network, panel, and claims. The RS 1/2 will analyze provider attributes using New York State Education Department licensure data, and provider recognition data, such as the National Committee for Quality Assurance’s (NCQA) Patient Centered Medical Home recognition. Areas of research focus will include the availability of health care providers in New York State (NYS) and the impact of network size on health care; outcomes associated with provider attributes, including panel size; and utilization of primary care in NYS. Duties will include literature review and assistance with study planning; data collection, manipulation, and management; statistical analysis; and interpretation and reporting of findings to internal and external groups. The RS 1/2 will collaborate with other research and program staff in the Office of Quality and Patient Safety, and present findings as written and oral reports in internal and external meetings, as well as possible manuscript publication.
If appointed at a Research Scientist 1 level, the incumbent will perform these duties under general supervision; if appointed at a Research Scientist 2 level, the incumbent will be expected to perform these duties with a considerable degree of independence.
