Section 70.1 Transfer to Education Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.4 Transfer: Candidates may be eligible for transfer to Education Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title allocated to SG-9 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list.
Eligible List Appointment: Candidates who are reachable on the Professional Career Opportunities (PCO) eligible list or on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list may be considered for appointment.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Education Program Assistant 1 position in the Office of State Assessment. This Office is responsible for the development and statewide administration of all State examinations for elementary, intermediate and high school students. Duties for this position include, but are not limited to, the following:
• Assist in the quality assurance for New York State’s Computer-Based Testing (CBT) for Grades 3-8 ELA and Mathematics Tests and vendor-provided assessment, administration, and scoring platforms, including software testing and defect reporting;
• Assist with documenting CBT technical and data requirements and assist with communication to the field regarding enhancements to the program;
• Assist with coordination and communication among multiple offices at NYSED to ensure successful collaboration with internal stakeholders regarding updates to the CBT program;
• Assist in the development and review of supplementary CBT training materials, including training videos to support school personnel in implementing CBT in their schools; and
• Maintain CBT customer support email box, supporting users, and escalating concerns internally as needed.
Additional Comments Conditions of Employment: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. The salary listed above applies to candidates appointed to Education Program Assistant 1, SG-14. The hiring rate for candidates appointed to Education Trainee 1 starts at $38,464, and for current New York State employees, is based on the candidate’s salary at the time of hire. Transfers to Education Trainee 1 and appointees from the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible lists will serve a two-year traineeship which leads to the title of Education Program Assistant, SG-14.
*Leads to a maximum salary of $58,028 based on annual performance advances.
