Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as an Administrative Assistant.

Section 70.1 or Section 52.6 Transfer to Administrative Assistant: One year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under §70.1 or §52.6 of the Civil Service Law.

Section 70.1 or Section 52.6 Transfer to Administrative Assistant Trainee 1: One year of permanent competitive or 55b/c service in a title SG-11 or above deemed eligible for transfer under §70.1 or §52.6 of the Civil Service Law.

Section 70.4 Transfer: Candidates may be eligible for nomination for Section 70.4 transfer to Administrative Assistant Trainee 1 if they have standing on the Professional Career Opportunities (PCO) or the Public Administration Trainee Transition (PATT) eligible list AND possess a bachelor’s degree AND are currently a New York State employee with one year of permanent competitive or 55b/c service in a title SG-11 or higher.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition eligible list or the Professional Career Opportunities eligible list may be considered for appointment.

Duties Description The Office of Cultural Education (OCE) is seeking candidates for an Administrative Assistant position in the NYS Library. This position will report directly to the Assistant Commissioner for the NYS Library. The incumbent will provide administrative support to the various units within the NYS Library, including Library Development; the Research Library and the Talking Book & Braille Library and will monitor expenditures, assist in the preparation of the annual budget, oversee the purchase of goods and services and meet with vendors and contractors regarding potential purchases and work with managers to coordinate other administrative activities for the Library. Other duties of this position will include, but are not limited to, the following:

• Serve as liaison to the OCE’s Education Deputy’s Office and OCE Administrative Team on budgetary matters;
• Collect fiscal information to assist Library managers in the preparation of the Library’s annual budget;
• Meet with vendors and contractors regarding potential purchases;
• Prepare cost and benefit analyses to recommend to potential vendors and contractors for the State Library;
• Assist with the financial oversight of Library Federal grants (LSTA), including preparation of projections, expenditure analysis, year-end closeout activities and required federal reporting;
• Work with Library managers and leadership to support unit administration, procurement, budgeting processes and/or financial management;
• Review allocations and budgets for local assistance payments developed by program offices to ensure accuracy and quality;
• Generate reports and charts using library program related data to present to the Assistant Commissioner and Deputy Commissioner;
• Coordinate and participate in meetings, conferences and workshops related to Library programs;
• Work in conjunction with Deputy Commissioner’s Office and the OCE’s Facilities Management Office regarding Library space planning, telephone orders and technology needs.
• Coordinate reconciliation efforts regarding the Library’s portion of the OCE’s Fiscal Tracking System and related State Fiscal System needs;
• Oversee Library revenue processes and conduct analysis of fees, donations and sales;
• Manage aspects of the Library’s student assistant program; and
• Supervise clerical staff, as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. The salary listed above applies to candidates appointed to Administrative Assistant, SG-18. The hiring rate for candidates appointed to Administrative Assistant Trainee 1 starts at $42,986 and for current NYS employees, is based on the candidate’s salary at the time of hire. Transfer candidates to Administrative Assistant Trainee 1 and appointees from the New York State Education Department’s Public Administration Trainee Transition eligible list or the Professional Career Opportunities eligible list will serve a two-year traineeship leading to the SG-18 salary level.

*Leads to a maximum salary of $71,980 based on annual performance advances.
