Minimum Qualifications The New York State and Local Retirement System (NYSLRS) has embarked on a multi-year initiative, called the Redesign Project, that will require significant investment to redesign its business processes and legacy systems, replacing them with an integrated, customer focused, information system that facilitates its work.
When the Redesign Project is complete, NYSLRS will possess a modern information system, ready to meet the needs of its customers and stakeholders in a secure, flexible and stable environment.

• Candidate must have at least seven (7) years of progressively responsible general experience in the outreach, training, help desk, communications or public relations field.

• One (1) year of supervision experience.

• Experience must include one of the following, which may be concurrent:

o Three (3) years of experience in the development and delivery of training regarding detailed policies, procedures or technology.

OR
o Three (3) years of experience providing operational assistance and support, over the phone or in person, regarding program specific processes and procedures.

An Associate’s Degree may be substituted for two (2) years of general experience.
A Bachelor’s Degree may be substituted for four (4) years of general experience.

Duties Description Under the direction of the Project Assistant (SG-25) – Training Operations Manager, the Project Assistant (SG-23) will serve on the Redesign Outreach & Change Management Team. The Training Team is designed specifically to train and ensure knowledge transfer to all stakeholders of the new retirement benefits administration system. There are over 800 potential internal users and up to 18K employer users.
The incumbent will be responsible for, but not limited to, the following:
• As part of the Outreach & Change Management Team, coordinate the development and implementation of a training program that meets the identified needs of the participating stakeholders, including an assessment process for continual evaluation and improvement of the program;
• Oversee the review of training provided by the NYSLRS selected implementation vendor and recommends changes based on feedback from bureau staff, as needed;
• Oversee and participate in the preparation of lesson plans and the delivery of training programs by presenting ideas, concepts and factual information in a classroom setting;
• Reporting and monitoring the resolution of any issues that stakeholders may experience during the transition process including, but not limited to: new file formatting, not understanding data errors, connectivity, setting up security profiles for their employees, and enrollment system pages;
• Coordinating stakeholder input and feedback as related to training through the use of the Change Agent Network meetings and events which have been implemented to meet the needs of both internal and external stakeholders;
• Collaborate with the Retirement Administrative Services/Quality Performance Bureau in the administration of the Statewide Learning Management System (SLMS), maintain web-based learning, record compliance and analyze training needs;
• Evaluate the effectiveness of training courses, review of work reports, or supervisory evaluation methods;
• Develop, administer and/or present specific training courses designed to improve job performance, knowledge, skills and abilities of agency/division/bureau personnel, using various training theories inclusive of job aides, facilitator and participant guides, on-the-job training systems, tutorials and demonstrations models;
• Assist in the evaluation of training courses and content from other providers for use of repurpose internally;
• Coordinate external training available outside the agency/division from associations, organizations, other agencies and training providers;
• Update and/or create bureau tracking reports, status reports, budget report, database as well as preparation of reports, as needed. Completes operations by developing schedules; assigning and monitoring work; gathering resources, implementing productivity standards; resolving operational problems; maintaining reference manuals; and implementing new procedures;
• Keeping apprised of stakeholder learning and information needs and make recommendations about learning solutions and content development, as needed;
• Development and coordination of on-the-job support tools, standard operating procedures, and update curriculum development processes, as required;
• Collaborate with Communications to disseminate various training related marketing communications and services; training announcements, special events announcements and fliers, and new online offerings;
• Collaborate to build solid cross-functional relationships with agency/division/bureau departments in order to determine program priorities, roll-out plans, set program deadlines, and ROI analytics;
• Recommend specialized training courses to correct problems or to familiarize staff with new programs, policies, or procedures;
• This position may require statewide travel, as needed;
• May perform other duties and responsibilities as assigned;
• Supervise Training Specialist 1 or other professional training staff;
• Demonstrate an ability to develop strong relationships with others and leverage those relationships across the organization;
• Establish performance expectations and conducts verbal and written evaluations based on expectations;
• Experience identifying performance improvement opportunities and gaps, conducting analysis, and developing solutions that will deliver the desired results;
• Monitor and supervise staff performance during training and/or on-the-job and provide coaching and feedback to enhance performance. Evaluate Trainer/Trainee performance through observation to determine if Trainer/Trainee is performing at appropriate level to carry out the daily duties and responsibilities of the position.
