Minimum Qualifications Candidates must have six years of specialized professional experience working for an organization whose primary function is one or more of the following: oversight of or provision of health care services; analysis of the provision of health care services; health care financing or data analysis; health care quality assurance and/or interpretation; and/or application of standards of health care.
Substitutions: An associate’s degree may be substituted for two years of the required experience; a bachelor’s degree may be substituted for four years of the required experience; and a master’s degree may substitute for an additional year of required experience.

QUALIFICATIONS
Knowledge of NYS Medicaid as well as Medicare and other public health related services relevant to managed long term care and home and community based programs. Excellent written and oral skills. Experience in Microsoft Office Suite.
Duties Description The incumbent in this position will support the Division of Long Term Care by assisting with the planning, implementation and evaluation of healthcare reform initiatives relating to DSRIP and Value Based Payment. The incumbent will work independently and as part of a group to conduct research analysis and provide recommendations for the allocation of resources that will best meet the needs of the long-term care population within New York State. The incumbent will interpret data and trends from a variety of sources in support of Value Based Payment (VBP) program; participate in subcommittees that will design methodologies for determining effectiveness and outcome for new initiatives; prepare written material in the form of reports, memos, briefings, presentations and other communications related to program functions impacted by DSRIP and VBP; review contracts for accuracy from Fiscal Intermediaries (FI); develop standardized processes and procedures, and provide program recommendations to policy makers in support of reform initiatives related to Long Term Care Medicaid and Home and Community Based Services. Additional duties include: Interface with managers and senior staff from other divisions, state offices, and stakeholders and provide technical assistance; oversee project coordination and implementation; support program planning and reporting requirements by developing tools and by creating, monitoring and maintaining databases; provide assistance to senior management on special projects; and all other duties as deemed necessary in response to the changing needs of the Division.
Additional Comments Full-time, provisional appointment. Provisional candidates must apply for and be approved to take the next Medicaid Redesign Analyst 1 examination (currently not scheduled), and be immediately appointable from the resulting eligible list to maintain employment.
