Minimum Qualifications Candidates must have six years of specialized professional experience working for an organization whose primary function is one or more of the following: oversight of or provision of health care services; analysis of the provision of health care services; health care financing or data analysis; health care quality assurance and/or interpretation; and/or application of standards of health care.
Substitutions: An associate’s degree may be substituted for two years of the required experience; a bachelor’s degree may be substituted for four years of the required experience; and a master’s degree may substitute for an additional year of required experience.

QUALIFICATIONS
Experience in program implementation, policy development and analysis, with demonstrated knowledge and experience in the area of health care related and public policy implementation. Candidates should have a highly professional orientation to all aspects of their work performance, including interpersonal skills required to effectively interact with the Bureau’s transportation management team; basic data analysis capabilities; good writing and conceptual skills; the ability to respond to questions from Medicaid enrollees, transportation and medical providers, legislative representatives, and other government officials. Candidates should be comfortable with performing in an environment of compressed time frames, and should be capable of sophisticated judgements concerning the implementation of Medicaid transportation policy and regarding the implementation of five transportation management contracts, including their contractual compliance and financial requirements.

Duties Description The incumbent of this position could be assigned any of the many work-related functions in the Bureau of Medicaid Transportation. Specific duties may include providing ongoing education and support for the health care networks regarding the Medicaid transportation program; helping to ensure the availability the most appropriate mode of transportation to medical services in all areas of the state, to support health care provider Value Based Payment (VBP) goals; reviewing traffic patterns, and meeting with various health care centers to identify their individual usage requirements; developing quality regulatory standards for Medicaid enrolled transportation providers and conduct research of laws, rules, regulations, federal requirements, and program procedures and prepare draft changes; supporting development and implementation of new transportation initiatives that encourage practices consistent with Delivery System Reform Incentive Program and VBP objectives; and transportation management contract oversite and procurement functions.
