Minimum Qualifications Ten years’ experience providing assistance, direction or support to constituents, clients or residents to understand and participate in publicly supported social assistance or legal aid programs. Experience must include or be supplemented by four years of full-time program managerial experience. Experience in a caretaker or group supervisory role will be deemed non-qualifying. A bachelor’s degree in a human services, social services, management, administration, or closely related subject area may be substituted for up to four years of the non-managerial experience. A Master’s degree may be substituted for an additional year of the non-managerial experience.

Duties Description The Immigrant Community Specialist 3 will function as a staff manager overseeing and monitoring the funds for a major statewide initiative that will affect thousands of immigrants in a highly visible and sensitive program. The primary responsibilities will be to provide day-to-day oversight of the Office’s function; to implement and monitor the office’s contracts with funded community-based entities; and to supervise a highly independent professional staff. Specific duties include, but are not limited to: overseeing and monitoring contract formation, including amendments; overseeing contract compliance with Federal CSBG standards, including OMB fiscal standards, vouchering, evaluation (APR), and performance standards (ROMA); supporting program development; originating education opportunities and events; coordinating with governmental and community-based organizations to expand the reach of the Office for New Americans programs; helping develop ideas for media campaigns; and working with Department of State intra-agency teams to coordinate services for immigrants.

Additional Comments The Department of State is seeking qualified candidates for the position of Immigrant Community Specialist 3 to serve as the manager of the Office for New Americans. The newly established Office for New Americans oversees State and Federal (Community Service Block Grant [CSBG]) funds for community-based organizations to use as they expand English-for-Speakers-of-Other-Languages, naturalization, and entrepreneurship opportunities; works on selected areas of concern to New Americans, such as Deferred Action for Childhood Arrivals, coordinates and re-focuses sister agency operations and policies to better assist immigrants in the State, especially in the area of consumer, wage, and tenant protection; and works with in-house Department of State public relations staff to develop a outreach campaign to ensure that newcomers to the State are aware of their rights and of opportunities.
