Minimum Qualifications This is a full-time non-competitive position. The minimum qualifications for appointment to a Research Scientist 2 position are: a Bachelor’s degree and three years of professional research experience in an appropriate field; or a Master’s Degree and two years of such experience; or a Doctorate degree in an appropriate field. Appropriate fields include: Biostatistics, Economics, Epidemiology, Public Health, Psychology, Sociology, Social Work, or a related social science field.
Candidates with knowledge of Data Warehouse, Business Intelligence and reporting fundamentals and expertise in analyzing large, complex, multi-dimensional datasets with a variety of tools are encouraged to apply. Preferred candidates will have experience working with Medicaid claim, encounter and recipient eligibility data as well as statistical and database software including SAS and SQL data analytic programming and Tableau. Expertise in the research, development, and support of data visualization techniques and experience with solving analytical problems using statistical approaches is preferred. Candidates should have solid presentation, organizational and communication skills and the ability to work cooperatively with a wide variety of professional staff and the ability to work independently and in teams. The preferred candidate will have experience in both data analytics and mental health care systems as well as demonstrated expertise using statistical approaches to understand population health.
Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Research Scientist 2, Grade 22, position in the Office of Performance Measurement and Evaluation (OPME) in Albany, New York. The candidate will join a team of NYS OMH staff that uses multiple data sources to monitor the behavioral health clinical transformation at the provider, system, and regional levels. The Research Scientist 2 will be responsible for special evaluations targeting high needs populations related to State operations as well as Medicaid redesign initiatives for the behavioral health population. The incumbent will be a central analyst in monitoring and developing reports monitoring the transition to health home and Medicaid utilization metrics for the transition of the Medicaid Fee for Service system to Medicaid Managed care for the State Operated system and the public mental health population. Specific duties to be performed may include, but are not limited to, the following:
Produce Medicaid and State Operated Services Metrics to monitor the adult and child transition and State System Transformation using Tableau and develop new metrics to monitor the transition for both children and adults.
Perform data management and coding responsibilities related to State Operated and Medicaid services for the behavioral health population, including metric development, data coding and report development.
Produce reports to monitor the transition of the mental health population to Health Homes (HH) for care coordination and monitoring the transition of adults to Medicaid Managed Care. The HH work includes developing reports to monitor OMH special populations in HH including State Ops, Assertive Community Treatment (ACT) and Assisted Outpatient Treatment (AOT).
Produce technical work related to Medicaid, ACT, AOT and Health Home initiatives within OMH.
Collaborate with OPME managers on ad hoc and ongoing program evaluation and reporting activities.
Collaborate with other researchers on research designs, methods, analysis and reports.
