Minimum Qualifications Candidates must have one year of permanent competitive service OR 55 b/c service as Senior Budget Analyst OR in an approved administrative title within two salary grades of a grade 18 OR reachable on the Public Administration Trainee Transition (PATT) list OR the Professional Career Opportunities (PCO) eligible list OR have one year of permanent competitive service or 55 b/c service in a title eligible for transfer under section 52.6 of the Civil Service Law. Appointments made from the PATT or PCO lists require completion of a two-year traineeship.
Duties Description These two positions within the Bureau of Budget Management (BBM) and will be dedicated to implementing Raise the Age (RTA). One position will implement programming and track claiming for RTA detention. The incumbent will develop a financing model that meets emerging needs based on claiming. The position will require in-depth analysis of financing for these detention facilities and working closely with program staff to provide the fiscal support needed to ensure that the program model can be followed with fidelity. The other position will be dedicated to implementing Raise the Age (RTA) programming for tracking of claims for RTA prevention, foster care, and aftercare. As the RTA program is funded with 100 percent State share for the incremental cost of these programs, close monitoring of claiming and an understanding of the services being supported with the claiming is essential.
Specific tasks will include:
• Preparing budget and spending plans. Developing estimates and reviewing program justifications. Identifying trends.
• Monitoring spending against approved budget, cash disbursements, available appropriations, and agency and county claims to analyze cost trends, identify problems, implement appropriate actions and determine if funds are used effectively and efficiently.
• Preparing briefing material, including tabular data.
• Performing research and developing a comprehensive written analysis of proposed legislation to identify the potential cost, availability of funding and impact on the Agency Budget.
• Reviewing program and county proposals to determine costs, objectives, and compliance with agency priorities, policies, procedures and initiatives.
• Reviewing and recommending approval/denial of purchase requests. Preparing charging and claiming instructions consistent with Spending Plans
• Developing strong relationships with agency staff and outside partners. Confers with program managers, Personnel, Financial Management and Contract staff to exchange information, resolve questions, determine consequences of actions and explore alternative solutions.
• Reviewing and recommending action on State and Federal programs including expenditure reports, State Plans, regulations and annual reports. Providing guidance to counties.
• Reviewing data prepared by counties and agency program staff.
• Communicating with the control agencies to advance agency goals within established guidelines.

Preference will be given to candidates who possess:
• Strong analytical and communication skills;
• Ability to gather and organize pertinent data;
• Strong knowledge of Microsoft applications such as Word, Excel and other related programs;
• Ability to prepare and evaluate expenditure and other financial reports.
This position may be filled via transfer or at the Traineeship level. Free parking is available at the Rensselaer location. Work hours are 9-5 (8:30-4:30 during the summer months) with periodic mandatory overtime during budget making.
