Job Specifics
Minimum Qualifications Permanent service in this title or one year of permanent competitive service in a title SG-12 or higher and otherwise eligible to transfer to a Crime Victim Specialist 1 under Section 70.1 of Civil Service Law. Titles eligible to transfer are Investigator, Medical Conduct Investigator and Workers' Comp Examiner.
For 55b/c appointment you must have:
A bachelor's degree in criminal justice, criminology, sociology, or public administration; OR an associate's degree in criminal justice, criminology, sociology, or public administration AND two years of experience described below; OR
four years of the qualifying experience described as experience in claims investigations, claims examination, or providing direct* service to crime victims.
* Direct service is defined as those services which immediately respond to the emotional and physical needs of crime victims such as crisis intervention; accompaniment to hospital and court appointments; hotline counseling; emergency food, clothing, transportation, and shelter; and processing applications to the Office of Victim Services.
Duties Description The Crime Victim Specialist 1s (CVS 1) primary function is to review and process compensation claims filed by crime victims or their survivors for unreimbursed compensable expenses. This process includes, but is not limited to the following: a thorough review and evaluation of all documentation received; verifying the accuracy and validity of the information; determining what additional information is required and dispatch correspondence to collect the same; speaking with victims, law enforcement and/or District Attorneys’ offices, and the victims insurance company, when applicable; synthesize and evaluate all information received; and render a final decision based upon guidelines in OVS statute, regulations, and policy and procedures. Claims processing is performed using a computer system application (Claims Assistant) which contains all files, attachments, case notes, and correspondence regarding a claim. The CVS1 will also perform training, internally and externally, on OVS rules, regulations and guidelines for compensation. The successful candidate must be organized and have the ability to multi-task, and must have the ability to show compassion and consideration towards the crime victims being served. The ability to stay calm under pressure, remain professional in difficult situations, and consistently apply OVS standards when rendering decisions are critical characteristics required for this position.
