Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive service as an Information Technology Specialist 3 (Programming) OR have one year of permanent competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law OR be reachable on the Information Technology Specialist 3 (Programming) eligible list.
*Leads to a maximum salary of $85,635 based on annual performance advances.

Duties Description The New York State Education DepartmentĀ“s Office of Information Technology Services is seeking applicants to fill the position of Information Technology Specialist (ITS) 3 (Programming). The incumbent of this position will work as a member of the application development group and be responsible for the analysis and development of new Information Technology (IT) solutions to support the business needs of the New York State Education Department (NYSED). Duties of this position include, but are not limited to:

Providing general programming support and development of new fiscal data system initiatives;
Reviewing business practices and making recommendations for system enhancements that result in improved quality and efficiency;
Collaborating with staff on the analysis, design, development and implementation of interface plans for the Statewide Financial System (SFS) and Oracle E-Business Suite (EBS);
Assuring NYSED fiscal systems and SFS implementations are appropriately documented, meet Department standards, and follow generally accepted IT practices;
Performing maintenance and troubleshooting activities related to both the Oracle EBS and interfaces with SFS and making corrective actions, as needed;
Assisting with the development and maintenance of NYSED Data Warehouses and providing COGNOS data reporting support;
Insuring systems developed meet security standards and conform to security best practices;
Supervising and mentoring IT staff;
The following skills and abilities are essential to successful performance of the job.

Knowledge and experience with Oracle EBS, Oracle databases, PL/SQL, SQL, JavaScript, UNIX/Perl scripting.
Knowledge and understanding of COGNOS frameworks and reporting.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval.

A compressed workweek may be allowed after employee successfully completes probation and at supervisor's discretion.
