Job Specifics
Minimum Qualifications Eight years of field investigative or law enforcement investigative experience, two years of which must have been in a supervisory role. Investigative experience is defined as independent investigative experience and includes the following activities: interviewing and interrogating witnesses; collecting and analyzing data and evidence; writing and summarizing case narratives; and testifying at administrative hearings and criminal proceedings. Non-qualifying experience includes tax collections; service as a security guard or officer, or fire and safety inspector; credit verification; auditing; employment interviewing; building surveillance; traffic enforcement; performing routine inspections or surveys.
OR: One year permanent experience as an Internal Investigator 1 OPWDD,
SG-18.
Substitutions include:
An Associate’s degree for two years of field investigative or law enforcement investigative experience; OR two years of OPWDD experience for two years of field investigative or law enforcement investigative experience; OR a Bachelor’s degree for four years of field investigative or law enforcement investigative experience. Regardless of any substitution, all candidates must have at least two years of supervisory field investigative experience or supervisory law enforcement investigative experience.
Duties Description The Office for People With Developmental Disabilities (OPWDD) has reformed its Incident Management and Investigations systems with the following goals in mind:
• Improve both the timeliness and quality of agency investigations.
• Foster better partnerships with law enforcement agencies.
• Enhance current investigative staffing with additional trained professional investigators.
• Ensure consistency of practice throughout the state.
• Improve investigative independence by providing arms-length oversight of the investigation and incident management process.
Under the direction of an Assistant Chief Investigations, M-2, the Internal Investigator 2 (OPWDD) duties include, but are not limited to:
• Provide daily supervision, coordination and evaluation of assigned Internal Investigators 1 (OPWDD).
• Monitor investigative caseloads of subordinates to ensure that cases are investigated in a timely and appropriate manner.
• Review all reports of interviews and interrogations conducted by Investigation Unit staff to ensure they are complete and carried out in an appropriate manner.
• Train new employees in the process and techniques required in the performance of their job.
• Provide direction to staff on new policies, procedures and investigative strategies.
• Serve as Lead Investigator, especially on complex cases or those of a particularly sensitive nature.
• Ensure that confidentiality of information gathered during the investigative process is maintained.
• Routinely meet with each investigator regarding all aspects of the case and various strategies to be employed.
• Manage problems that arise during the course of the investigation.
• Provide testimony at arbitration hearings to support the outcome of the investigation, if necessary.

All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
