NYS employees with one year or more of permanent, contingent permanent or 55-b/c service as a Senior Accountant, G-18; or one year of permanent, contingent permanent or 55-b/c service in a title that is eligible to 70.1 transfer under Civil Service Law.
Trainee Qualifications: NYS employee with one year of permanent, contingent permanent competitive service in any title that is eligible to transfer under section 70.1 or 70.4 of Civil Service Law. The beginning salary for Accountant Trainee 1 is $41,170.
Note: Transfer candidates are required to provide proof of a Bachelors’ degree and completion of 24 credits of accounting/auditing. Some transfers may also require candidates to have passed the Professional Careers in Accounting and Auditing (PCAA) examination.
Duties Description This position is located in the Processing and Taxpayer Services Division in the Accounting Bureau. Under the direction of the Principal Accountant, SG-27 and/or an Associate Accountant, SG-23, the Senior Accountant, SG-18, would be responsible for the following duties:
• Assist in the preparation of various financial and statistical reports and distribution certifications for DOB, OSC, legislative committees and DTF management;
• Supervise clerical staff, which includes training of staff in accounting techniques and proper work paper documentation, in accordance with Bureau standards;
• Maintain a level of knowledge necessary to develop or maintain PC or LAN based accounting systems using the appropriate end-user software;
• Assist the Principal Accountant and Associate Accountant in maintaining current accounting and reporting systems;
• Participate in the control and ongoing internal audit of the accounting and processing systems to assure the integrity of these systems;
• Assist in the production of ad hoc financial reports to be used to explain various trends and aberrations;
• Represent the unit during the design, development, and testing of mainframe and client server based tax processing systems to insure accounting needs are met;
• Create and maintain work papers in support of the quarterly and annual GAAP accrual reporting package;
•Adhere to the Department's time and attendance requirements.
